Cough banner and the importance of hand washing to prevent the spread of disease. Ensured that all promotional campaign materials were culturally and linguistically appropriate. Ensured that all campaign materials (over 500 individual units) were prominently displayed in high traffic areas. Crafted the company-wide emergency response plan and protocols detailing activities to be performed in the event of a public health emergency. Trained over 40 local faculty, staff and management on their emergency response roles and the concepts of tabletop, functional and full-scale emergency response drills. Employed realistic scenarios in the execution of 3 table-top and 2 functional exercises to evaluate and clarify local faculty and staff’s roles and responsibilities in an emergency response, facilitate knowledge transfer, and identify specific company-wide challenges.
Utilized a range of course books and materials and various audiovisual aids to deliver English content lessons with an emphasis on dialogue and role-playing. Aimed each lesson to encourage students to communicate with each other using the structures and vocabulary learned, and to improve the four basic language skills: listening; speaking; reading; and writing. Based on assessment finding, developed 17 recommended training standards and interpretations for the State of Indiana to address Culturally Linguistic Appropriate Training Standards.
Developed and executed an Early and Periodic, Screening, Diagnosis and Treatment (EPSDT) outreach and screening initiative targeting Medicaid Managed Care members in need of preventive health screening services. In collaboration with managed care industries, targeted EPSDT services including, mammograms, and child lead-screening services; resulted in over 450 women and children complying with Indiana’s Health Watch screening timetable.

Provided oversight of all-hazards health and medical emergency preparedness and response activities. Established and maintained the Public Health Emergency Preparedness Response Plan for the Hamilton County Public Health Department. Served as the primary point of contact with county healthcare facilities, emergency management, schools, local business, and other first responder groups working towards all-hazards public health and medical preparedness planning and response. Tasked with the planning, training and facilitation of exercises to assure readiness upon requesting and receiving the Strategic National Stockpile (SNS) assets. Coordinated the planning and educational efforts for the response to Pandemic Influenza for all of Hamilton County, Indiana.
Conducted more than 30 community-based lecture trainings in Pandemic Influenza preparedness to a cumulative audience of more than 500 participants. Planned and facilitated 2 full-scale Pandemic Influenza emergency response exercises requiring planning and coordination between all first responders, local schools, Region 5 ESF (8) partners, and the Indiana State Department of Health for receipt of the Strategic National Stockpile (SNS).
Planned, facilitated and/or participated in over 15 multiple federal, state, and locallelocal table-top, functional, and full-scale exercises. Led the planning and execution of 10 flu vaccination clinics countywide.
Established the Hamilton County Medical Reserve Corp (MRC). Registered the local MRC unit with the Office of the Surgeon General/Division of the Civilian Volunteer Medical Reserve Corps. Developed Standard Operating Procedures for credentialing, managing resources, Just-In-Time training, and reactive and proactive volunteer recruitment. Recruited 70 medical and non-medical volunteers within the three months of establishing the Hamilton County Medical Reserve Corps.
Served as local planner under an Urban Area Security Initiative (UASI) grant awarded by the Federal Emergency Management Agency. Crafted the county’s mass prophylaxis and pandemic influenza response plans. Plans included detailed activities to be performed in the event of public health emergencies and establish a chain of command. Developed protocols for conducting mass prophylaxis in coordination with state and regional National Pharmaceutical Stockpile (NPS) and Strategic National Stockpile (SNS) Plan activities. As part of the county’s emergency response plans, established over twenty (20) Memorandums of Agreement with selected vendors to supply items that are time-sensitive or otherwise short in supply. Secured pricing for equipment purchase/rental, request pricing with daily, weekly, and monthly options.

Directed the overall operations, administration, and grant allocation for 18 local community-based health coalitions. Administered grant funds in excess of $1 million to community-based coalitions for the implementation of disease prevention and health promotion programming in communities of color. Led the development of regional and statewide programmatic strategies and guidance related to reducing health disparities disproportionately impacting communities of color and vulnerable populations. Conducted quarterly site visits to funded agencies to provide technical assistance and training in the areas of program planning and implementation, M&E, fiscal management, and board governance. Developed benchmarking and evaluation systems for grantees. Directed all program implementation and evaluation initiatives including managing staff and consultants.
Coordinated the development, implementation, communication and evaluation of a wide variety of statewide public health interventions, especially those related to eliminating health disparities and improve health outcomes in communities of color and vulnerable populations. Served as team lead for the Child Passenger Safety project, a partnership with the Indiana Criminal Justice Institute to complete an observation study on seatbelt use among minority males in Marion County. Conducted targeted surveys, focus groups, key informant interviews, and secondary data analysis for assessing the health of minorities for 29 Indiana communities.
Coordinated and co-facilitated statewide town hall meetings in collaboration with local government officials and community leaders to promote minority health programs and initiatives. Served as a Master Trainer for Stanford University’s Chronic Disease Self-Management Program (CDSMP). Conducted quarterly train-the-trainer sessions resulting in 40 CDSMP program facilitators and over 700+ program participants.
Through proposal writing efforts secured $250,000 in grant funding through the Centers for Disease Control, HRSA, SAMHSA and other state and local funding sources to develop HIV/AIDS prevention programming. Submitted proposals for IMHC to advance the mission of IMHC to serve the minority community of Indiana. Leveraged over 40 statewide community relationships to address HIV/AIDS issues within the state of Indiana. Served on the HIV/AIDS Community Planning Group hosted through the Indiana State Department of Health.

Provided training and support for community partners/health educators who assisted with the delivery of breast and cervical cancer prevention messages. Planned, facilitated and evaluated in-service training programs on breast and cervical health education.
