David Goldstein’s Professional Experience 2001 – current, Business Rules Consultant Varied Performed business rules and artificial intelligence consulting for Fortune 200 clients including the following:

• Amtrak – rewrote parts of pricing system to help port business from mainframe to workstations using DROOLS. Coded business rules (and its testing framework) for offering appropriate travel products to customers. Developed prototype of the actual system in Jrules (IBM Decision Manager and Server) for comparison to DROOLS solution.

• State Farm – developed architecture for company-wide incentive program and coded it in Drools to process 18,000+ agents using real-time web services and in a batch environment.

• Bank of America/Merrill Lynch, Jersey City, NJ – developed architecture and business process management (BPM) / business rules (BR) Drools system to handle millions of transactions and billions of dollars per minute.

• U.S. Patent and Trademark Office, Alexandria, VA – evaluated rule engines, prototypes systems in Blaze, JRules (IBM ODM) and Corticon in an Oracle 10g, WebSphere, JBOSS, Documentum BPM and Java/JEE environment using EJB’s and web services. Work recognized by the Business Rules Forum and other conferences.

• U.S. Navy - Researched innovative mechanisms for assigning large numbers of resources to respond to rapidly changing events in real time. Solution employed Blaze RMA’s for domain-expert driven interface for dynamically authoring rules for real-time naval warfare systems. Helped acquire several classified Navy projects worth more than $1 million. Extended other Navy Blaze/.NET /VB and Blaze/.NET/C# systems.

• Internal Revenue Service, Ogden UT – Helped redesign the U.S. tax collections system to port COBOM/mainframe system to Java/Blaze/J2EE/Solaris. Built Blaze RMA for business-user-driven rule coding that reduced software release time by two orders of magnitude.

• PMI, Walnut Creek CA – Helped redesign a mortgage insurance underwriting system incorporating reporting, MISMO (B2B) data exchange and an enterprise-wide XSD-based BOM in JRules (ODM). Our seamless integration of rules fostered two- and three- order of magnitude improvements in many business functions. Extended automated governance mechanisms to foster reusing hierarchies of rules based upon political systems (e.g., countries, states) and product lines.

• United Services Automobile Association (USAA), San Antonio Texas – Started conversion of insurance underwriting system from a proprietary workflow tool to use JRules on a mainframe. Reported directly to the

Chief Technical Officer and a USAA Fellow.

• Intercontinental Hotel Group (IHG), Atlanta, GA – Developed methods for enterprise tool evaluation among ILOG’s JRules, Pega, Corticon and Blaze for enterprise use. Specified promotion system replacing existing DROOLS, AIT and Sapient system.

• Electronic Data Systems (EDS), Columbus, OH – Ported large COBOL mortgage sales system to Jrules (IBM ODM), Java, WebLogic, and MySQL. Prototype system being sold EDS as a $100 million turnkey mortgage solution.

• St Paul Traveler’s Insurance Baltimore, MD – Developed prototypes and business processes for insurance policy origination in ILOG JRules (IBM ODM). Project used IBM RAD, MKS and WebSphere for infrastructure. Effort spawned several projects at the local office and caused the national office to use our work as a basis for corporate-wide standard applications.

• National City Mortgage, Miamisburg, OH – Acquired requirements and heuristics for mortgage system. Set scope of system with business users up to and including the Executive Vice President level. Created business rule architecture for enterprise using Blaze/NET/C# infrastructure.

• Freddie Mac, McLean, VA – Implemented mortgage domain language rule for lawyers and business analysts as part of a $600 million system involving thousands of rules. Designed and implemented product selection and validation algorithms using Java, J2EE, ILOG, SQL and DB2 Created interfaces using Java, Struts, Javascript executing on a WebLogic server. Worked on Protégé, RDF, Owl prototypes.

• CapitalOne, Richmond, VA - Led redesign of call management portion of $50 million dollar, 12,000-rule collections application that saves the company billions of dollars per year. Helped write call management software as hundreds of Ab Initio graphs, thousands of Blaze rules, hundreds of Oracle queries, hundreds of Java modules.

• ACS-Government Systems, Rockville, MD - Developed rules system in JESS, Haley and case-based reasoning tool for authenticating survey data for Department of Labor. Reduced survey time by 80% while improving accuracy. Developed 1200 rule business rule system in Eclipse and multi-thousand case CBR system in Orenge
