President - DMC Land Services, LLC- Owner and operator of own
business that specializes in all aspects of land development services.
This includes site acquisitions and design, planning, community outreach,
design guidelines, redevelopment plans, code revisions and comprehensive
plan updates. Expert testimony and environmental reviews are also part of
services offered. Also serves as the intermediary between the public and
governmental officials to ensure proper representation during the approval
process of the project.
General Manager of Land Use- Department of Land Use, New Castle
County, Delaware - October 2008 to July 2013. This position is
responsible for the management and supervision of the Department of Land
Use for New Castle County. This includes all Planning, Zoning, Historic,
Transportation and Community Planning, Licensing, Building Permits and
Inspections, Code Enforcement and Customer Service. Responsible for the
implementation of the New Castle County Code as it relates to the land
development process and implementation of the Comprehensive Plan goals and
objectives. The general duties of this position includes the review of
procedures and policies for the Department, advisor to County Executive and
Council, advise the various boards and committees on development issues,
the preparation of the budget, personnel supervision and assistance to the
public on various regulations and policies of the Land Use Department.
This position also involves interaction with elected officials, agencies
and civic organizations on development issues.
Director of Planning - City of Havre de Grace, Maryland - May
2008 to October 2008. This position was responsible for the operation and
supervision of the Land Use Division for the City that included Planning,
Zoning, Building Permits, Code Enforcement and Community Development. This
position also served as advisor to the Mayor and Town Council and various
boards and commissions as well as meeting with members of the community to
explain the various processes of the town.
Planning Manager - Department of Land Use, New Castle County,
Delaware - January 2001 to May 2008. In addition, I served New Castle
County in the capacity of Planner II and III from December 1998 to January
2001. This position was responsible for the management and supervision of
the Planning Division, which includes the Planning, Zoning, Historical and
Transportation planning functions as well as development of the division
budget. This division was also responsible for code amendments and
development of the Comprehensive Plan. This position interacted with
elected officials, agencies and civic organizations to assist in the
development of land plans.
County Administrator - Cecil County, Maryland - December 1994 to
December 1998. This position was appointed by the Board of County
Commissioner to serve as Chief Administrative Officer as prescribed by the
Code of Cecil County. The primary duties for this position included
advising the Board of County Commissioners on policy and fiscal matters,
serving as liaison for the County Commissioners between county departments
and state agencies, chief of staff and all other duties and powers as
prescribed and assigned by the Board. This position required the
utilization of numerous skills including short and long term financial
planning, capital facilities planning, personnel management, insurance
administration and risk management, community and economic development and
public relations. Supervised all department directors and served as acting
director of any department during vacancies.
Town Administrator - Perryville, Maryland - June 1991 to December
1994. This position is appointed by the Mayor and Commissioners. The
primary duty was to serve as Chief Administrative Officer for all Town
operations. Responsibilities included implementation of policy and
procedures, development of the annual and capital budget, personnel
management, planning and zoning, code enforcement and community
development, as well as all other duties and responsibilities as assigned
by the Mayor and Commissioners. This position required interaction with
various boards and commissions as well as community groups to insure
implementation of the Town's goals. This position oversaw the operation
of the Water and Wastewater Division and the Public Works Division. This
position also served as advisor to the Planning Board and Board of Appeals.
Town Circuit Rider - Tri - County Council for Southern Maryland,
Charlotte Hall, Maryland - September 1989 to June 1991. This position was
a joint appointment by the municipal governments of Leonardtown and North
Beach. The duties for this position varied by municipality, however, the
primary duties were to assist the municipalities with administration,
fiscal planning and budgets, planning and zoning, community development,
code enforcement and all other duties as assigned. This position interacted
with all boards as well as the Mayor and Commissioners.
