Senior IT Engineering Systems Specialist: Past several years performed as

Senior IT Engineering Systems Specialist in support of multiple corporate

applications and data extracts used both internally and provided to the

Defense Contract Audit Agency (DCAA) as necessary. Responsible for Visual

Basic code updates to the ParStream Jukebox application (a system that

dynamically delivers software solutions throughout the corporation). These

updates included client side and server side dynamic link library modules

and web interface modifications to accommodate enhanced functionality.

Also served as point of contact within the Engineering Systems (ES) Group

during multiple DCAA audits of usage information reported from previous

years by reproducing and explaining the details of the data provided in

live screen shared conference calls with the auditors. Updated a database

administration tool that allowed ES support personnel the ability to update

the ParStream Jukebox SQLServer database directly. Worked to ensure the

Parsons Cost Recovery software, a SQL Server Integration Services (SSIS)

package was updated to support the new data generated from a change in

corporate data models. Responsible for data retrieval and presentation of

company-wide yearly usage reports from the ParStream Jukebox application

that was used by upper management for budget forcasting. Worked on new web

based tool to provide dashboard reporting of system utilization with

multiple perspectives. The tool utilized a Visual Studio website that

retrieved information from SQL Server and created a local server side

Access database version of the data.

Systems Engineer/Manager: Performed as Systems Engineer/Manager on a

Systems Engineering Support Program (SESP) contract to the U.S. Department

of Homeland Security (DHS), Domestic Nuclear Detection Office (DNDO),

supporting the Advanced Spectroscopic Portal Cargo Variant (ASP-C) program

which is a part of the DHS effort to enhance U.S. security by developing

advanced technologies to detect radiological and nuclear threats at U.S.

Points of Entry (POEs). Responsible for ensuring that system errors

discovered during various test events including System Qualification

Testing (SQT) and Regression Testing (RT) were entered into the issue

management system properly and were subsequently processed through the

defined workflow. Responsible for analyzing the updated American National

Standard Performance Criteria for Spectroscopy-Based Portal Monitors Used

for Homeland Security (ANSI N42.38) ensuring that these standards are

incorporated properly into updated requirements and specifications

including the Performance Specification for Advanced Spectroscopic Portal

(ASP) variant C (Cargo) Document, the Advanced Spectroscopic Portal-Cargo

(ASP-C) Functional Requirements Document, and the planned Technology

Readiness Assessment. Responsible for creating a Functional Block Diagram

that related the updated ANSI N42.38 and the existing Operational

Requirements Document (ORD). Provided input for the updated Field

Validation Site Regression Test Verification Plan related to issues that

were required to be tested based on inability to meet requirements or

specifications in earlier tests. Provided input for a planned Systems

Engineering Plan related to ASP-C. Provided analyses of test results and

auditable evidence against requirements and system specifications and

assisted in creation of a System Verification Report and a Capability

Improvement Plan. Worked directly with contractor as technical mediator on

behalf of the government agency and reported findings to government agency

management team.

2002 - 2010 Lockheed Martin

Computer Systems Architect Staff: Hardware Lead for Navy DDG1000 surface

ship program utilizing a subset of ARCI hardware and software. Wrote

detailed test procedures and lead customer witnessed testing of the Design

Verification Test and the Factory Acceptance Test of the subsystem of the

computing environment being delivered. Created and maintained Hardware

Configuration Item Specification that detailed the system being created

including interface, power usage, component stack up, all cable routing

(including internal and external connectivity for both communications and

power), and component characteristics used for requirement verification.

Worked directly with customer to quickly and successfully ensure design and

functional requirements were met by the subsystem. Responsible for

hardware and lab environment from initial build though system delivery.

Prepared hardware proposal outlining the cost savings and work involved in

implementing a suggested networking design change to DDG1000 hardware which

included redesigning intra cabinet cable routing. Coordinated activities

related to various ARCI systems being processed through environmental

testing. Prepared hardware design cable configuration recommendations for

the planned updates on several ARCI systems based on system changes related

to communication and hardware modifications. Also responsible for hardware

working on the Automated Flight Service Station (AFSS) project which

provides pilots briefing information from the National Airspace System

(NAS); responsible for COTS product management. Improved efficiency and

assisted code management of system builds by developing and maintaining

of the Transportation and Security Solutions (TSS) Division;

responsibilities included integrating, customizing and maintaining the

ARTiSAN product for in-house use. Tasks included requirements analysis,

design, development, and testing of client server components in

environments to include MS Visual Studio, MS Office, and MS 2000. Work

closely with the customer to define required changes to system

requirements, assess impact of changes and develop viable solutions.

2001 - 2002 R. M. Vredenburg & Co.

Principal Member of Technical Staff. Member of the Vredenburg Electronic

Freedom of Information Act (VEFOIA) project under the Information

Technology Department responsible for customization of the VEFOIA product;

responsibilities included development of code using VB6, SQL (ORACLE),

HTML, ASP and High View code. The VEFOIA system provides a Graphical User

Interface (GUI) front end that communicates with an Oracle database to

store, retrieve, and index document images utilized by agencies in the

support of the Freedom of Information Act.

2000 - 2001 Soza & Company Ltd.

Senior Programmer/Team Leader. Member of the U.S. Department of Justice

(USDOJ) Executive Office of Immigration Review (EOIR) program under the

Enterprise Engineering Group; responsible for VB Team Lead of the Board of

Immigration Appeals (BIA) project which included development of VB code and

task management of six developers through all phases of development.

Responsibilities also included serving as a resource to the other

developers utilizing Access and Cold Fusion as well as weekly status

development reports to Program Office and upper management. The BIA system

stores and retrieves information related to the immigration process

utilizing Visual Basic 6.0 code communicating to a SQL Server backend.

1999 - 2000 GRCI

Technical Lead Developer. Worked as a member of the Global Command and

Control System (GCCS)-Army under the Business Solutions Group on the 21st

TAACOM project; responsible for development of Microsoft Access 2000 (forms

and modules) along with SQL Server stored procedures. This work utilized

SQLDMO.dll and ADO to upgrade SQL Server backend object from the Access

front end.

Technical Lead Developer. Worked as a member of Defense Security Service

(DSS) project under the Enterprise Integration Department; responsible for

Technical Lead of Oracle PL/SQL and Forms development related to the

Defense Clearance and Investigation Index (DCII) system. Responsibilities

also included the technical Lead and development of the system

modernization of the Field Information Management System II (FIMSII). The

FIMSII system consists of VB 6.0 code that builds interfaces between

Microsoft Access 97, Microsoft Word 97 and PDQComm (a file transfer

package).

Senior Programmer/Analyst. Member of the East Coast Development Staff

responsible for designing and coding multiple SQL views and queries to

facilitate data sharing from the Composite Health Care System (CHCS) to

various external systems. Lead Analyst responsible for designing and

coding multiple Visual Basic (VB) interfaces to upload information from

Commercial Off The Shelf (COTS) packages into CHCS. Responsible for

overseeing multiple interface and integration projects from the design

phase through the coding and packaging phase. Helped to organize and

conduct data extracts from DoD hospital sites nationwide. Served as

resource to other staff members for SQL and VB questions.

1989 - 1994 Micronetics Design Corporation

Member of Support Staff. Work included telephone support of customer

installation issues as well as assisting customers in debugging programming

errors. Responsible for coding a system enhancement to allow system

failover in a distributed network in which a particular server would act as

the primary system until a failover would occur (planned or unplanned)

wherein the secondary server would take over the functions of the primary

until another failover would occur.
