and three miles of critical 32 inch fuel line rehabilitation for FISC. I
am a Certified Open Ocean Diver, Ship Yard Competent Person, Confined
Space, Certified Welder, Drager Detection, SME, Large-Box Mervin
Department Stores (3) Simultaneously! Tilt-Up, Multiplex Theaters and
Vertical Construction. I have previous experience as Construction Manager,
Director, Senior Estimator, Legislative Lobbyist, Superintendant / Field
Engineering. I am a past City Engineer of Bremerton, WA and Past Key Man
Jaycee president. I've maintained many contacts in both the public and
private sectors. Type 3 Hawaii Driver, with a perfect abstract. I
currently hold a TWIC/ TSA full security clearance micro chip card.
Current Passport, expiration date: 23 August, 2017, I am an excellent
public speaker, testifying before the legislature on regulations. My work
habits have instilled in me that even as important as a Due Diligence check
list, one should never omit the preparation of a Means and Methods
Statement / Activity Hazard Analysis, prior to initiating each segment of a
task. Both provide solutions to a variety of complex issues that may be
sub-latent to the management and planning staff. Next step CPM logic, and
daily employee and inspectors safety briefings in simple concise language.
My communication and computer skills are excellent. Many of the projects I
have managed were funded in excess of fifty million. The best supervision
of multiple projects with simultaneous layered scheduled tasks has honed my
skills in bringing projects in on time and within budget. I am an expert

and outposts on all Hawaiian Islands. Implementation of disaster
resistant mobile connectivity towers, portable multiplex switchgear
with auxiliary power, and air conditioning.

June 1995 to Dec. 1996: The First Long Haul Fiber Optic Submarine Lay;
Land Build Outs and Network Implementations, Hawaii, Guam, CNMI, PI
and Micronesia.
Construction Director: Provided supervision, detailed engineering,
environmental studies, planning, public hearings, county, state and
federal permitting, field design, landing areas, lay ship scheduling,
directional drilling, underground /submarine fiber optic network
installation and construction of submarine fiber optic cables
connecting the six major Hawaiian Islands. Each landing required the
construction of a secured pre cast concrete building with generator,
and air conditioning to support the multiplexers.
