Manager, Force Protection Systems (JPdM-FPS) Acquisition Cell under the Omnibus Program
Engineer and Technical Support (OPETS) Contract.
Conducts fielding activities for the Battlefield Anti-Intrusion System (BAIS) and Lighting Kit Motion
Detector (LKMD) systems to US Army units worldwide. Prepares recommendations and reports to
senior level personnel and/or management in identifying trends and improvements required.
Conducts on-site New Equipment Training (NET) to include lectures and practical exercises. Assists
in development of technical training programs and curriculums on various software and/or hardware

shipping, and handing capability including the placement of numerous tractor trailers and
orchestrated a successful night vision demonstration showcasing the latest and state-of-the-art image

Provided program essential support to Mobile Detection Assessment Response System
(MDARS) program in the areas of planning, scheduling, resource allocation, system engineering and
integration, logistics and fielding, and test and evaluation. Developed and conducted operational
scenarios against MDARS Patrol Unit Vehicles (PUVs) and the security force at Hawthorne Army
Depot (HWAD), NV as part of the Center for Army Analysis’ Cost Benefit Analysis; served as a
Government witness for PdM-FPS and provided operational support during the MDARS Production
Verification Testing-2 and 30 Day Endurance Testing; coordinated support operations and provided
oversight fielding MDARS equipment during the Pre-Pilot and Pilot Fielding efforts at HWAD;
assisted in preparation of both Statements of Work (SOW) for the MDARS fielding efforts and
obtained cost estimates from key HWAD personnel for developing the Rough Order of Magnitude
costs for work specified in the SOWs; prepared regulatory requirement matrices for Army Regulation
(AR) 190-11, Security of AA&E; AR 190-13, The Army Physical Security Program; and AR 190-59,
Chemical Agent Security Program identifying where RST (e.g. MDARS) could be used in the
physical protection of US Army assets; developed the Data Preparation Package (DPP) for the
installation of MDARS at the High Desert Force Protection Systems Evaluation Facility, HWAD, NV;
conducted on-site analysis and installation oversight for MDARS equipment at HWAD throughout
the Early User Appraisal, Pilot Test, Cold Weather Excursion and follow-on exercise, Hot Weather
Excursion, and Production Qualification Testing-2; developed the Memorandum of Notification
(MON) and Material Fielding Agreement (MFA) for the installation of MDARS at HWAD; provided
technical support to PdM-FPS on the development, coordination, and conduct of 12 MDARS “Quick
Look” and 10 Engineering Site Surveys (ESSs) including scheduling and coordination of meetings
and site visits, preparation of meeting announcements and agendas, presentation materials, trip
reports, and numerous after action correspondence; and prepared and delivered numerous draft and
final Site Survey Reports which documented the ESS findings. The ESSs also addressed the
integration of RST into a given installation’s intrusion detection, access control, and CCTV systems
thereby creating a greater security-in-depth concept for protecting its critical resources and
infrastructure.
Served as the Project Leader for a comprehensive physical security survey of the Library of
Congress (LOC) collections at the Adams, Jefferson, and Madison Buildings on Capitol Hill and the
Landover Center Annex, MD and conducting an inventory and condition check of 5,500 books
deemed highly vulnerable to theft and mutilation. Responsible for conducting a very comprehensive
look at the LOC’s electronic security systems (IDS, access control, CCTV, etc.) used for the
protection of the Library’s collections, identifying security shortcomings, and providing both
electronic and procedural recommendations for improving the overall security of the buildings and
the collections within.
Conducted numerous security surveys for the US Army’s Integrated Commercial IDS
(ICIDS) Program. The ICIDS (now generation 4) is the US Army’s state-of-the-art security system
which integrates IDS, CCTV, and access control at US Army installations world-wide. In conjunction
with the ICIDS Selection Application and Installation Guide, the security survey process involved
identifying the type, quantity, and location of ICIDS components required for securing a given asset,
building, or facility, and developing a timeline and cost estimate for installation of the system.
Primarily responsible for manufacturer selection and type of IDS, CCTV and access control
components used at National Maritime Intelligence Center (NMIC), Suitland, MD for securing and
controlling building/floor access and for both open storage and Sensitive Compartments Information
Facilities located throughout the building.
Surveyed and identified the electronic security systems (IDS, CCTV, and access control) used
at a classified intelligence community customer’s facility (Project 514) in the Washington, DC area.
Identified system(s) vulnerabilities and shortcomings, and provided both electronic and procedural
recommendations for providing enhanced security at this critical intelligence community facility.
United States Army (Key Reserve and Active Component Assignments) February 1982-April 2008
• Command Sergeant Major (CSM), March 2004-April 2008. Provided advice and made
recommendations to the 11th Military Police Brigade Commander (Brigadier General) and staff on all
matters pertaining to enlisted personnel for over 2,500 Soldiers ; ensured adherence to command
policies and standards pertaining to performance, care, conduct, appearance, effective personnel
utilization and management; assessed training at all levels; responsible for and provided guidance on
the Noncommissioned Officer Education System (NCOES) and Noncommissioned Officer
Development Program (NCODP) within the brigade; responsible for quality control and review of
Noncommissioned Officer Evaluation Reports (NCOERs) within the brigade to ensure policy and
procedural compliance and timely submission; served as the Board President for Junior and Senior
Enlisted Promotion Boards, Soldier/Noncommissioned Officer of the Year and Best Warrior
Competitions; and appointed as the Brigade Physical Security and Force Protection Officer for
numerous inspections of units and facilities during Command Assistance Visits.
• Acting CSM/Intelligence Noncommissioned Officer/First Sergeant, January 2003 – March
2004. Served as the Acting Brigade CSM for the 220th Military Police Brigade in handling all
enlisted matters for approximately 4,700 Soldiers when the assigned CSM had to demobilize early;
promoted to Sergeant Major at the Mobilization Station and served as the Brigade Vulnerability
Assessment Noncommissioned Officer and Intelligence Noncommissioned Officer in support of
Operation Iraqi Freedom (OIF); supervised eight enlisted Soldiers assigned to the Brigade S2 Section;
conducted Threat and Vulnerability Assessments of key critical infrastructure sites in Kuwait and key
military Main Supply Route (MSR) and communications nodes between Kuwait and Baghdad, Iraq;
appointed and served as the Brigade Physical Security Officer (Additional Duty) in theater
conducting investigations of lost/missing AA&E, sensitive items, and computer resources and
prepared Serious Incident Reports and Communications Security Reports.
• Assistant Commandant, 80th Division Drill Sergeant School, July 2001-December 2002.
Responsible for the discipline, training standards, and moral of all Drill Sergeant Candidates and
cadre; trained and supervised Military Police Drill Sergeants, administrative and supply personnel;
ensured the administrative and academic requirements of the school were met; responsible for the
professional development of all enlisted cadre; verified/ensured unit members were proficient in all
assigned duties; and served as the senior enlisted advisor to the Drill Sergeant School Commandant.
• Instructor, Writer and Inspector, US Army Military Police Corps, December
1987-December 1989. Developed and presented doctrinal literature on the US Army Conventional
and Special Ammunition (Nuclear/Chemical) Security Courses at the US Army Military Police
School (USAMPS); presented physical security instruction to approximately 2,500 students per fiscal
year comprised of officer and enlisted personnel from all Services, DOD civilians, and foreign allied
officers; designated as a SME in the development, writing, publication, and incorporation of newly
devised security doctrine and operational concepts; achieved SME in interior and exterior IDS and
CCTV, security of nuclear and chemical munitions and conventional AA&E, threat and vulnerability
assessments, guard force training, site surveys, and physical security inspections and surveys; and
was detailed to the installation Provost Marshal’s Office for conducting physical security inspections
and surveys of arms rooms, museums, motor pools, Reserve Centers, and other various facilities on
and off of Fort McClellan, AL when not providing military instruction.
