Water Resources Project Manager / Team Leader

For more than thirty years, I provided advisory services to Universities and International Organizations for the evaluation of activities in the fields of Water Resources Engineering and Basic Infrastructure, while coordinating assistance to central and local Governments in Sub-Saharan Africa, Latin America and Middle East for the implementation of intervention plans, mainly financed by MAE (the Italian Ministry of Foreign Affairs) and the European Commission.

After my first six years of postgraduate work and advanced research in Hydrology and Water Resources Engineering (Italy, Ireland and the Netherlands), I became aware of the importance of overcoming poverty through a better management of land and water resources.

My continued exposure to human needs, made me consider full time professional commitment within the International Cooperation, wherein I was given the opportunity to prepare, plan, formulate, execute and evaluate results (practically the whole of the project cycle) for Basic Infrastructure (Zimbabwe), Irrigation Schemes (Peru, Mozambique and Afghanistan), Water and Sanitation Projects (Bolivia) and River Basin Management Plans (Pilcomayo, Amu Darya, Tigris & Euphrates).

While in Bolivia (2002-05), I was put in charge by the European Commission of coordinating a Tri-national Water Programme for the Integrated Management and Master Plan of the Pilcomayo River Basin (of 270,000 km ), in full cooperation with the relevant Units in Bolivia, Argentina and Paraguay, while successfully negotiating Sector Policies and Strategies with Governmental Institutions to activate a SWAP Programme in Water and Sanitation.

Professionally I was given ample opportunities to tackle water projects and programs from every angle (postgraduate student, research worker, lecturer, executive engineer, general manager, sector policy designer and programme planner), and consequently achieved the global expertise that could well be implemented to achieve ambitious agenda.
