Summary:

Duties:
• Identify training needs, Design, deliver, and communicate training, rules, and
procedures,
• Perform safety inspections and compliance audits, Coordinate and/or administer
training.
• Establish and maintain effective accident and incident reporting system for all
employees.
• Investigate accidents and incidents to determine the cause and recommend changes to
work practices
or equipment to minimize or eliminate reoccurrence, prepare compliance reports.
• Work with an Occupational Physician or equivalent to establish and implement controls and
remedial measures dealing with hazardous or potentially hazardous conditions and equipment.
Work with insurance carriers to administer workman’s compensation, monitor restricted duty and
return to work programs.
• Prepare safety and compliance reports as required by management and outside
organizations,
prepare and submit required reports to OSHA, EPA, (including Tier II Reporting) Bureau of Labor
Statistics and local agencies. Complete Contractor Prequalification bids.

Summary:
Responsible for directing 1000 Burns and Roe Services Corporation (BRSC) Guantanamo Bay (GTMO)
personnel (both Americans & Foreign Nationals) at 118 fixed facilities & various project sites of our 8
contracts which include: major & minor construction, BOS (Base Operating Support contract), port
harbor services, motor vehicle services, transportation services, landfill operations, storage &
warehousing, air operations, batch plant operations, power-generation, transmission & distribution,
waste & waste water treatment & water purification. Provide oversight to work center safety
coordinators / supervisors & leads, 10 safety inspectors, 5 direct reports, 25 hazardous waste
coordinators & alternates, 25 fire wardens & alternates, 24 safety committee members.
Duties:
• Develop, implement, manage, evaluate & promote SH&E (safety, health, environmental)
policies, procedures, programs that maximize awareness / compliance, reduce the probability of
occupational injuries, illnesses, deaths, environmental damage, and associated liabilities, meet legal /
regulatory requirements in accordance with OSHA, DOT, EPA, NAVFAC, Army Core of Engineers
EM385, and NFPA.
• Authorized trainer for OSHA 10 & 30 hr. construction & general industry.
• Authorized Red Cross Provider / Instructor for CPR & First Aid.
• Conduct inspections of job sites, equipment, materials, processes, facilities, hazardous
materials storage.
• Provide JSAs, (job safety analysis) AHAs (activity hazard analysis) site specific safety
plans, Environmental Protection Plans (EPPs) Recommend corrective actions, Evaluate, recommend
&/or procure appropriate personal protective equipment, recommend engineering / administrative
controls to prevent, eliminate or minimize hazardous conditions that may cause injury, illness or
property damage. Attend preconstruction meetings.
• Designated Employer Representative - Ensure the management & administration of drug
testing procedure, principal contact with laboratory. Collect urine specimens for random drug testing,
reasonable suspicion, post-accident & post rehabilitation.
• Evidential Breath Tester. Authorized operator & calibration technician of Phoenix 6.0
breath tester.
• Review/investigate vehicle accidents, injuries, spills, near miss reports to identify means
to prevent reoccurrence. Interviews, securing of scene, photography, other evidence collection such
as evidential breath. Tracking citations, Safe Driver Incentive Program. Prepare / submit required
reports.
• Manage Hazardous Waste Programs to include training of HazWaste coordinators,
procurement, storage, use, disposal / recordkeeping. Manage CHRIMP (Consolidated Hazardous

Material Reutilization & Inventory Management Program). Review materials for AUL (authorized
users list).
• Compile, maintain, analyze & distribute SH&E statistics, reports, & other recordkeeping
including OSHA log, vehicle accidents, training & exposure records.
