Background
My IT career began over three decades ago as a programmer/analyst on main
frame and microcomputers writing both desktop and web applications. I have
worked as a project manager, functional manager, business analysis,
software developer, technical writer and educator. In 1990, my brother and
I formed an IT consulting firm in California and I began managing projects
for small and large organizations such as Hewlett-Packard, Pacific Gas &
Electric and the Marin County with the state of California as a
stakeholder. I came to Nova Scotia in 2001 on a NAFTA work permit. In 2004
I became a landed immigrant and established a Canadian IT consulting firm.
I became a Canadian citizen in 2008. I retain dual Canadian/US citizenship
and can travel and work in either country without restriction.
I am a certified Project Management Professional (PMP) and hold a masters
certificate in project management from St. Mary's University. I have been
providing project management services for more than two decades. My
extensive experience in various roles and industries allows me to bring
together pieces from many sources to devise and deliver solutions.
My home is in Kentville, but I rent a room in Halifax where I stay during
the week.
Work Experience
Avidaid Inc.
Senior Project Manager and Consultant
2004 to 2010 and 2011 to Present
I established Avidaid Inc. as a Canadian corporation in 2004 to offer IT
consulting in the form of project management, business analysis, software
development, system analysis, database design, training, security and ISO
9001 compliance. I follow the PMI methodology when managing projects.
I have worked with many clients at Avidaid, such as Nova Scotia Power,
Medusa Medical Technologies Incorporated, Composites Atlantic Limited,
McGill University, Queen's University, cole Polytechnique de
l'Universit de Montr al, LCX Systems (USA), Bodycote Testing Group and
Lawton's Drugs.
Projects completed at Avidaid include:
I managed the user acceptance testing portion of a project for a
public utility to replace existing software and procedures with a new
system for receiving customer calls and dispatching crews to repair
problems. I was the liaison between management and vendors. The
assignment required close working relationships with three vendors in
different countries around the globe as well as the managers of three
in house applications. I worked with vendors to resolve defects and
created daily reports.
I managed a project to develop an interactive website for visitors to
view the product line of an American aerospace company that allowed
them to read technical specifications, see video demonstrations and
contact sales staff. I performed analysis to document the business
case, identify stakeholders, gather requirements and devise solutions.
I worked with a team to determine the best solutions for building the
website which included a secure feature that prevented unauthorized
access.
I was initially contacted to prepare a manufacturer of an ePCR
software and hardware solution to prepare them for ISO 9000
registration. I was asked to stay and manage projects to modify the
base product to fit different clients. This involved a team who
performed configuration, coding, modification to databases and custom
user manuals. Projects ran from a few weeks to several months. I
managed multiple projects. I created business processes and procedures
for use inside the company and sat on the return-on-investment
committee for new products and features. Two years after I was
contacted by the client to develop and execute the quality plan for a
new release.
I managed a project to create a new website for a non-profit
organization dedicated to documenting industrial heritage sites. I
conducted business and technical analysis to document the project's
purpose, establish stakeholders, gather requirements and devise
solutions. I created the project plan, executed the project, performed
monitoring and control and closed the project. The team consisted of
developers, database administrators, system administrator, graphic
artist and technical writer.
I managed a project to upgrade the software for a Department of
Defence surveillance project.
I managed a project for an aerospace company to install surveillance
hardware and software in a South American country in a partnership
with a U.S. company and a U.S. government agency. The hardware and
software were configured locally and installed in the target country
by the aerospace company's personnel. The project was managed
remotely. I interfaced with both the civilian and government project
managers. Hostile foreign activity required U.S. security personnel to
protect the aerospace company's staff.
I managed several projects to install security programs for various
Canadian companies and universities with defense contracts or research
projects that involved material that could have a dual
military/civilian use as listed in the Canadian Export Control List
and the U.S. International Trade in Arms Regulations (ITAR). I
conducted business analysis by identifying stakeholders, gathering
requirements through research (including government regulations) and
interviews and devising and presenting solutions. I kept close
communication with the stakeholders. I mentored the team and offered
instruction in how to perform tasks. The team performed threat and
risk assessments, created a security plan and assisted the
organizations in registering with the Canadian Controlled Goods
Directorate.
CGI Group Inc.
Senior Consultant/Project Manager
2014 to 2014
CGI is a multi-national consulting firm with offices located around the
globe. It is one of the largest consulting firms in Canada.
I managed a project for large, international bank to convert existing
servers and databases that consisted of a variety of operating systems
and database engines into the same operating system and database on all
servers.
I managed a project for a Canadian umbrella organization that works to
promote efficiency, harmonization and coordination among Canada's
provincial and territorial securities regulators. The project added
credit card payments as an option to an existing system that allows
publicly traded companies to make security filings through the Internet.
The original payment cycle remained fully functional and credit card
payments were placed seamlessly into the process. The stakeholders
included CGI business analysts, database administrators, In-house
processing support, software developers, senior managers, the umbrella
organization, all provinces regulators and all territorial regulators.
Livelenz Inc.
Director, Product Development and Senior Project Manager
2010 to 2011
Livelenz Inc. provides a data analytic tool that presents dense data from
reports on point-of-sale computers as meaningful charts, graphs and
interactive reports through a SaaS web portal. POS data is transmitted
to servers in the Amazon cloud and made available through a secure web
portal protected by VeriSign and verified by Trustwave penetration
testing.
I managed all design, development and maintenance projects. I performed
business analysis by identifying stakeholders, gathering requirements and
devising solutions. I created work breakdown structures, network diagrams
and project plans that included schedules, budgets, communication plans,
quality plans, HR plans, risk plans and procurement plans. I controlled
the schedule and budget using the earned value method. I created test
cases and assigned testing duties. I tracked defects and assigned them to
developers. I set product release schedules and assured that the dates
were met. I created processes and procedures and trained personnel in the
use of them.
The team was located in the LiveLenz office and at remote locations in
Canada and Great Britain. I reported to the CEO. I qualified vendors and
managed contracts for resources with special skills not available in-
house.
Wimsett Computer Systems
Partner, project manager and Senior Consultant
1990 to 2004
Wimsett Computer Systems was a California partnership between my brother
and me that offered computer hardware and software services to include
project management, analysis, software development, technical writing,
training and installation of computer hardware, networking and support.
I personally worked with many clients to include Hewlett-Packard, Wells
Fargo Bank, Pacific Gas & Electric, Helical Systems (Canada), Navitrak
Engineering (Canada), Kendall Jackson Winery, Carl Storz Endoscopy, Marin
County Water District, Count of San Mateo and Australian/New Zealand
Direct Lines.
Projects included:
I was a consultant on a project to change a spatial database
application from a command line program to a graphic user interface
that ran on windows and Linux computers using C++ and the cross
platform framework QT. I gathered requirements, performed business
analysis and created the design. I coordinated testing and defect
tracking. I mentored programmers and conducted training in development
techniques for the staff.
I managed a project to provide an interactive, web based year 2000
(Y2K) solution for an electronics manufacturer that satisfied their
ISO 9000 quality plan for traceability. I performed business and gap
analysis. I created and coordinated user acceptance testing. I
researched and recommended hardware, data backup, database engine and
development software. I communicated to the project sponsor on a
weekly basis. I managed the scope and schedule. I identified and
managed issues and risks. I conducted hands-on education seminars for
the client's personnel to teach the new software worked.
I managed a project to design and implement an Oracle Relational
Database Management System (RDBMS) hosted on a Hewlett-Packard Unix
(HP/UX) server to control the manufacturing of microwave devices test
equipment. I performed technical analysis and business analysis by
identifying stakeholders and requirements and providing solutions. I
oversaw testing. I recommended solutions. I identified risks and
created a risk management plan. I established a communication plan. I
presented training for staff on accessing an Oracle database.
I was contacted by a former client and asked to take over the
management of a software project that was in serious trouble. The
person in charge had been an electrical engineer who had no project
management experience. The scope had not been written down and there
was no project charter. No one had conducted analysis. The software
developers were given verbal instructions that were vague and
incomplete that resulted in the delivery of modules that did not meet
the specifications as the customer had requested and had seriously
damaged the relationship between the customer and the company. I met
with the project sponsor and reported my findings. With his approval,
I worked directly with the client's project manager and the senior
managers of both companies to produce a gap report, establish the true
scope and repair the relationship. I then wrote the project charter
with a documented scope. The customer agreed to reduce the scope and
the company agreed to reduce the budget. A realistic schedule and
budget were developed and the project moved into the execution and
monitor & control phases and produced a product that everyone agreed
on.
I was the consultant for a project to create an application to track
contracts for trimming trees and brush away from power cables for a
public utility. My duties included conducting business analysis,
designing the software and guiding the developers with prototypes.
I managed a project to create a call centre management system. The
application utilized automatic telephone switching to make calls from
a database. Scripts were displayed to guide the caller.
I managed a project to design and develop a computer application to
enter and report results from tests on water samples gathered from
throughout a northern California county. Lists of acceptable test
values were maintained and high levels of contamination were flagged.
The Report formats conformed to California state regulations. I
performed business and technical analysis and identified stakeholders
that included city, county and state level governments. This involved
the gathering of requirements and the delivery of solutions that
included report mock-ups. I created a work breakdown structure,
network diagram and the project plan that included the schedule,
budget, quality, communications and risk.
I was the consultant, designer, developer and analyst to create a
custom accounting package with general ledger, accounts receivable and
accounts payable to replace an existing system for a non-profit
organization that rents the facilities of a former military warehouse
complex. The old accounting data was migrated into the new format.
The accounting system offered fund accounting. I instructed staff in
maintaining their UNIX computer and end user documentation.
I developed a custom accounting package with general ledger, accounts
receivable and accounts payable for an international shipping firm
with offices across the Pacific. The application maintained their
accounts in the local currencies of six countries and consolidated the
general ledger into a single currency at the corporate office. I wrote
end user documentation.
I was the consultant, developer and analyst for a project to create an
order entry, inventory, warehouse picking and shipping program with a
United Parcel Service approved computer generated bill of lading for a
mail order software company. I installed networked computer hardware,
operating systems, applications and backup tape drives.
Micro Resources Inc.

I wrote software for a client/server banking application that interfaced
with several database engines including Oracle, Sybase, MS SQL Server and
DB2. I wrote system and end user documentation.
IMSI
Customer Support Manager
1987 to 1988
IMSI is a publisher of software for the microcomputer market. I managed
the customer support department and call centre. I established monitored
and adjusted procedures for taking support calls. I produced daily
reports for management and measured response time and customer
satisfaction. I installed and maintained Novel networked servers.

Lead Programmer/Analyst
1986 to 1987
R. Dakin & Company is a distributor of plush toys. I wrote accounting,
inventory control and shipping software in COBOL for a Burroughs main
frame computer. I wrote system and end user documentation.
Gifford Computer Systems
Programmer/Analyst promoted to Vice-President of Customer Education
1984 to 1986
Gifford Computer Systems produced multi-user microcomputers before the
IBM PC was unveiled. I began as a programmer/analyst/database
administrator. I wrote business applications. I developed a customer
education department and delivered hands-on education seminars on office
suites, spreadsheets, programming and system administration. I wrote all
of the education material. I was promoted to Vice-President Customer
Education.
Airco-Temescal
Programmer/Analyst
1982 to 1984
Airco-Temescal manufactures high end vacuum coating equipment such as
those used to lay thin films of gold on space helmet visors. I wrote MRP
software in COBOL for a Honeywell main frame computer. I wrote system and
end user documentation.
