Summary of Professional Experience
My knowledge and experience covers 25 years of general contracting, business, project management and entrepreneurial skills.
Career experience includes twelve years of executive management responsibilities as President/CEO of my companies developing,
implementing and managing enterprise wide strategic goals, P&L management, risk management, marketing & sales objectives,
accounting, and human resource management.
The most significant aspect of my career has been my five year exhaustive management study which has lead to the development of
Project Management Process Matrix TM (PM2). PM2 was developed as a project/program/portfolio/enterprise wide management &
analysis tool. This study included a historical mapping of management methodologies, as well as the major best in class standards
of process and management improvement approaches (national/international) to current evolved techniques and software programs.
PM2 can be incorporated in any business analysis tool (i.e. root cause, gap analysis, etc.), as well as, a KPI/metric application tool for
real-time analysis at a project level to enterprise wide capabilities.
Significant and Relevant Project Experience
June 2010 to current: Self employed, Joe’s Backyard Outdoor Living Solutions & E3 Smart Homes, LLC. Energy & water
conservation technology.
September 2009 – June 2010: AFCEE/EXH senior level SME on GEITA 05 cost /scheduling oversight analysis including
DBB, DB, and FFP contracts to establish government’s position on viability of contractor’s proposals. Program management of
approximately $2.1 Billion in BRAC, MILCON, HERC, SRM and Housing, including Prime, Title I and Title II contracts.
March 2008 – June 2008: Senior level consulting support for USACE subcontracted through Parsons, Inc. with selected
program management oversight of $3 Billion in BRAC funds with concentration on Fort Sam Houston and Camp Bullis
programs providing cost/schedule analysis.
August 2005 – September 2009: Claims Mitigation Specialist, SME on Cost/Damage Assessments, and Loan to Value
Cost/Risk Analysis, Cost Estimates, Special Fraud Investigations Analysis, and construction expert witness for legal suits for
Insurance Carriers and managing over $200 M in asset recovery claims.
January 2001 – August 2005: President/CEO of a manufacturing/general contracting/consulting firm. 30+ employees with
sales over $10M. Designed, developed and implemented proprietary new construction methodologies with exceptional
efficient/stronger building installation applications. Provided senior level construction management processes and personally
developed 12 – patents pending on new emerging technologies in light-gauge steel and concrete wire mesh applications for
residential and commercial use.
January 1989 – August 2001: Construction Project Manager for commercial general contracting firms providing project
management/project controls responsibilities in high-end finish outs to ground up vertical construction. Including Level 1- 5
cost estimating, Level 1 - 5 project scheduling, subcontractor/vendor/fabricator management, submittal/RFI management, job
costing/job coding, and project analysis reporting.
