WORK SUMMARY:
Numerous years of work experience, including but not limited to
serving as a Sr. Environmental Consultant in support of the Air
PROFESSIONAL Force Real Property Agency (AFRPA) Base Realignment and Closure
EXPERIENCE (BRAC) and the Air Force Center for Engineering and the
Environment (AFCEE)/CMS efforts. Supported AFCEE PROACT
program and served as a Subject Matter Expert (SME) for the
Enterprise Environmental, Safety and Occupational Health
Management Information System (EESOH-MIS) environmental
management information system at the Air Force Civil Engineer
Support Agency (AFCESA). He has a technical background serving
as a trainer for the EESOH-MIS Cleanup module, environmental
scientist, data coordinator, graduate research assistant,
chemical operator and analyst. In addition, he has experience
in construction inspection and oversight, including
the Environmental Process Control Facility/Groundwater Treatment
Plant and secondary containment pad projects.
AGEISS, Inc., Program Manager, Sr. Environmental Scientist,

Supported the Air Force Civil Engineer Center (AFCEC/CZR)
through project management services. Executed the Firm Fixed
Price (FFP) approach of a Performance-Based Remediation (PBR)
contract by conducting required environmental remediation
services for the Air Force Civil Engineer Center (AFCEC/CZR);
addressed any and all environmental, scheduling, and regulatory
issues; and satisfactory achievement of PBR performance
objectives in accordance with federal, state, base and local
statutes and regulations. In addition, supported the AFCEC/CZR
through data management of Administrative Record (AR) program
files. Updated the 2011 Laughlin Air Force Base (AFB) Community
Relations Plan (CRP). Organized, inventoried, reviewed, and
evaluated historical documents included in the Laughlin AFB and
AVON Park AFR Environmental Restoration Program (ERP)
Administrative Record (AR). Managed flow and transfer of AR
document files from FTP site to Google web drive for Travis and
Charleston AFBs. Compiled Joint Base-McGuire-Dix-Lakehurst SOO
and Travis AFB SOO and Enclosures 2. Updated the Integrated
Master Schedules (IMS) and Milestone Payment Schedules (MPS);
and reviewed invoices for Tyndall AFB, Barksdale AFB, AMC 5-Base
(including Fairchild AFB, Grand Forks, J.B. Charleston AFB,
MacDill AFB, McConnell AFB), and Front Range. Supported AFCEC
client with Joint Base San Antonio (JBSA) PBR/PBC assistance.
Health Facility Solutions Company, Senior Environmental
Specialist, 04/11 - 07/12.
Supported the U.S. Army Corps of Engineers (USACE) through
project management services for military medical construction
and renovation. Provides advice and assistance on a variety of
environmental issues regarding the construction of the new
Darnall Army Medical Center located on Fort Hood, TX. In
addition, communicates with clients and other agencies routinely
regarding project progress, expectations and issues.
Coordinates environmental investigations, designs and
remediation activities. Ensures all environmental SOWs and
design submittals receive in-depth biddability and
constructability reviews; ensures projects address and meet all
federal and state regulatory requirements. Demonstrates
experience in environmental/TCEQ permitting and compliance
processes, and SWPPP processes. Performs inspections to ensure
environmental and safety standards are met.

Supported AFRPA BRAC team efforts, including visual site
inspections, data gathering for various BRAC bases, and ad hoc
support for AFRPA/CIO and Public Affairs. In addition,
supported AFCEE/CMS clients with Road to RIP (Remedy in Place)
efforts, including mining and analyzing data from AFRIMS and
preparing monthly status reports. Also supported the IT team
with EESOH-MIS efforts, including the review of web-based
training segments and assists in the development of EESOH-MIS
classroom training materials for program managers (PMs).
Additional responsibilities included field oversight of
restoration activities, cost estimating, technical reviews, and
technical writing. Interfaced with clients and performed on a
diverse team while managing and executing multiple tasks
simultaneously.
KARTA Technologies, Inc., Subject Matter Expert, 08/06-08/08.
Supported the Air Force EESOH-MIS for the AFCESA at Tyndall AFB,
FL. This web-based application is a comprehensive, automated
information system for assembling, comparing, using, evaluating,
and storing environmental information, air emission inventory,
environmental monitoring, engineering control, material
inventory and usage data, regulatory compliance procedures,
hazardous waste tracking and water monitoring. Other
responsibilities included ESOH informational briefings and
training conducted at installations globally; in addition to
answering helpdesk questions pertaining to migration, system
usage and related business practices.
Inuit Services, Inc., Sr. Environmental Scientist, 04/03-04/06.
Supported the (AFCEE) PROACT program. PROACT was an
Environmental Information Research Service developed in 1992 to
act as a direct support for installation-level professionals.
Responsibilities included reviewing technical responses to
ESOH-related inquiries while maintaining Quality
Assurance/Quality Control standards as well as developing,
managing, and/or updating AF publications. These publications
included Fact Sheets, Cross Talk, and Success Stories regarding
issues such as Clean Air Act, Clean Water Act, Comprehensive
Environmental Response, Compensation, and Liability Act, Air
Force Guidance for Toxic Release Inventory Reporting,
Environmental Compliance Assessment and Management Program,
Hazardous Materials, Hazardous Waste, Emergency Planning and
Community Right-to-Know Act, Air and Water domains, Best
Management Practices, and many others. Also interfaced with
AFCEE clients.

Assisted management with the tracking of field samples from
delivery to lab through receipt of final data package (including
IRPIMS). In addition, served as a liaison between management
and laboratories to maintained communication regarding
sample-specific analytical issues and to ensure compliance with
lab requirements. Developed and maintained hard copy lab data
filing system. Scheduled and coordinated data validation and
IRPIMS entry and reporting. Prepared data tables suitable for
incorporation into client deliverables. Automated the process
with standard table formats so that lab data is automatically
screened, sorted, and placed into the table template. Developed
data validation reports.
Also assisted with completion of the Texas Pollution Discharge
Elimination System (TPDES) permitting project. Wrote major and
minor industrial (renewals) and municipal permits. Prepared
drafts and conducted scientific and technical reviews of
permits. Communicated information concerning permits with TCEQ
agency staff as well as the permit applicant. Updated Storm
Water Pollution Prevention Plans for refined products terminals
