EXPERIENCE:

Destruction (4/1/2012 - Present) – Chief, J7RET (Training Branch)

Training, Integration, and Assessment Branch Chief for DTRA/SCC-WMD Joint Training Plan (JTP)

exercises and activities. Provide expert assistance to the: Chief J7RE, Director J3/7, Director and

Deputy Director/DTRA-SCC-WMD, and other senior leaders ensuring timely and effective execution of

DTRA/SCC-WMD joint training program. Direct a professional staff of government personnel and

contractors engaged in development, management and execution of DTRA/SCC-WMD Joint Training.

Responsive to DoD and USG policy for US Armed Forces Joint Training across DoD, in coordination

with non-DoD agencies and with key partner nations. Responsible for the simultaneous execution of

several complex training events. Establish realistic goals and priorities and provide for timely

dissemination of reports, plans and meetings results. Keep DTRA senior leadership, Combatant

Commands (CCMDs), Services, Joint Staff and other key interagency customers informed of progress

and significant accomplishments. Provides expert guidance to DTRA/SCC-WMD training officers to

achieve the Director’s training guidance outlined in the JTP. Author of the DTRA/SCC-WMD JTP. On

behalf of DTRA/SCC-WMD, supervises the conduct of assessments to determine Joint/Agency Mission

Essential Task (J/AMET) proficiency and RET staff who maintain the DoD’s Joint Training Information

Management System (JTIMS), and Joint Lessons Learned Information System (JLLIS) to accomplish

the four-phases of the Joint Training System (JTS).

• Developed the first combined DTRA/SCC-WMD Joint Training Plan (JTP) providing the framework

for both DTRA and SCC-WMD to operationalize joint training in order to enhance and assess the

overall readiness of DTRA/SCC-WMD.

• Lead Exercise Planner for ULCHI FREEDOM GUARDIAN 12 incorporating a series of firsts to

include berthing in the life support areas and leveraging joint exercise transportation program funding

yielding a cost avoidance of $187K. Since inception saved Agency over $1.1M.

• Developed collection management plan for exercise GLOBAL THUNDER/VIGILANT SHIELD 13,

establishing a boilerplate for all JTP identified exercises.

• Manage all DTRA/SCC-WMD exercise support requests through the JTIMS Force Management

Module.

• Oversee staff support to the Exercise Integration Working Group (EIWG) chaired by the Deputy,

J3/7.

Defense Threat Reduction Agency (4/12/2009 – 4/1/2012) – Chief, Exercise & Readiness Branch

Led a team of two (2) civilian and one (1) military Exercise Planners in planning and conducting

exercises, associated training, and projects to effectively and efficiently train DTRA elements in their

respective roles to CWMD and established criteria to measure and/or predict attainment of projects’

goals and objectives. Developed Agency exercise requirements based on the Agency Training Plan and

contrasted player scenarios to employ specific training objectives; use the AMETs and other

organizational documents to develop internal exercise plans and inputs to external CCMD exercise

plans. Participated in reviews, conferences and working groups to maintain up-to-date knowledge of

public laws, executive orders, DoD and U.S. government emergency response, regulations, procedures,

policies and doctrine. Represented the Agency at exercise Joint Event Life Cycle planning meetings,

and conferences to ensure Agency interests were incorporated into exercise and assessment plans, and

an assortment of other planning documents. Created and presented briefings to internal and external

audiences concerning the Agency exercise activities (responsible for publishing a large variety of

exercise support documents including schedules, logistic requirements, and travel plans).

• Civilian of the Year 2009 nomination.

• Provided Consequence Management Advisory Team (CMAT) support to the Joint Force

Headquarters – National Capitol Region during the 2009 Presidential Inauguration.

• Developed a systematic process to capture lessons learned throughout the Agency, focusing on

contingency operations, exercises, and day-to-day operations. The process identifies gaps, shortfalls and

will lead to improved processes and procedures across all DTRA Campaigns and mission areas.

• Lead Exercise Planner for NATIONAL LEVEL EXERCISE 10, a Tier I exercise per the National

Exercise Program. Coordinated Agency participation for the concurrent FEMA two-day Continuity of

Operations exercise EAGLE HORIZON 10, and the United States Northern Command chemical,

biological, radiological, nuclear, and high-yield explosives consequence management exercise

ARDENT SENTRY 10.

• Lead Exercise Planner for DISCRETE VULCAN III (DV III). DTRA participation in DV III was

focused on the live fire test and evaluation (LFT&E) of a developmental 30,000 lb massive ordinance

penetrator against a threat representative target. In conjunction with the LFT&E DTRA Enterprises and

Staff Offices participated in a Command Post Exercise to evaluate processes and procedures of the

Deployment Readiness Cell, Crisis Action Team and Continuity of Operation Plans.

• Chaired the Operations, Exercises, Experimentation (War Games) Review Board (OERB), and EIWG

providing the only constant guide for the Agency and SCC-WMD's exercise integration efforts. These

efforts have resulted in increased understanding and confidence throughout DTRA and SCC-WMD that

there is a unified and coordinated effort to exercise execution and planning for DTRA.

Defense Threat Reduction Agency (2/2/2008 – 4/12/2009) – Senior Exercise Planner

• Senior lead planner and coordinator for DTRA/SCC-WMD exercises.

• Assigned as Chair of senior-level forum providing a unified and coordinated effort to exercise

execution and planning for DTRA. Served as the Agency's ambassador during DoD and Interagency

conferences, meetings, and working/steering groups which addressed complex functional issues.

• Requested as subject matter expert for routine meetings with the Director of DTRA and Senior

DTRA leaders about the details of exercises wherein DTRA and SCC-WMD personnel were members

of the training audience.

• Established criteria to measure and predict attainment of training. Managed and assessed collection of

observations to incorporate shortfalls/potential problems into the issue resolution process. Published

after-action reports (AARs) in the JLLIS and provided recommendations to senior leaders.

• Awarded for eliminating redundant Agency representation at over 25 CCMD exercise planning

conferences; saved over $100K in travel costs while ensuring optimal involvement.

• Recognized for increased Agency readiness, facilitating the accomplishment of over 81 training

objectives in eight (8) CCMD-level and internal exercises.

• Skilled in formulating project documentations, successfully managed project scope, delivered final

projects that were always beyond stakeholder’s expectations, with risks and issues mitigated. My

Defense Threat Reduction Agency (7/9/2007 – 2/2/2008) – Military Analyst (Combating WMD)

• Assigned as the Senior CWMD Analyst for assessments and studies to support the Joint Capabilities

Integration and Development System (JCIDS) and non-JCIDS related CWMD efforts; validated and

prioritized joint warfighting requirements in support of the DOD acquisitions; facilitated all

USSTRATCOM, Joint Staff J8, and the Services requirements and DOTMLPF capability developments

for CWMD.

• Coordinated, facilitated and collaborated the development of concepts within the Family of Joint

Operating Concepts by liaising with COCOMs and providing timely and appropriately vetted input to

the document development process and representing the Agency in various Family of Joint Operating

Concepts working groups; ensured CWMD issues, equities, and tenants were properly addressed.

• Recognized for developing, integrating and managing of a portfolio management tool linking

required CWMD capabilities to Research & Development (R&D) efforts; inputted requirements that

captured ongoing, planned and required R&D projects and initiatives within DoD, Interagency,

academia, and industry; informed DTRA R&D priorities by capturing requirements identified through

DTRA campaigns, JCIDS Capability Based Assessments, and other studies.

• Outlined specific Global Force Management combat and support capability gaps of those forces

structurally aligned to conduct Homeland Defense Operations. Proposed solution sets to specialized

military problems allowing commanders the flexibility to employ critical capabilities necessary to meet

future military challenges.

• Software Program Manager for Spiral 1 Development for DTRA JCIDS and DTRA Capability

Northrop Grumman (9/15/2005 – 7/9/2007) – DTRA, Consequence Management Advisory Team

(CMAT) Member

Senior contract support element serving as a member of the DTRA CMAT, a no-notice worldwide

deployable emergency response element responding to WMD/chemical, biological, radiological,

nuclear, and high-yield explosive incidents.

• Indirectly supervised and mentored eight contractors enhancing the integration of CMAT activities

within the DTRA/CSM Division.

• Senior developer of operational-level plans and procedures to include:

o Facilitated the development of the Multinational Planning Augmentation Team (MPAT) Chemical,

Biological, Radiological, and Nuclear - Toxic Industrial Material (CBRN-TIM) Consequence

Management Annex and,

o In collaboration with SCC-WMD, developed initial draft of TAB H (WMD Consequence

Management (CM) to Appendix 2 (Combating Weapons of Mass Destruction) to ANNEX C

(Operations) to CONPLAN 8099.

• Planned, coordinated and facilitated the integration of Federal, State, and local emergency response

activities; conducted senior-level briefs and provided specialized technical expertise in emergency

response and consequence management of CBRNE events.
