Program Manager – NCI Information Systems, Inc., Reston, Virginia 04/2014 - Present

Responsible for the cost, schedule, and performance of an Army IT contract supporting a Chief

Technology Officer (CTO). As the sixth PM in an 18 month period, tasked with quick turn-around of

performance. Successfully received intent from Government to proceed with option year 2. He serves as

the primary point of contact for the Contracting Officer's Representative (COR), the Government CTO,

and NCI’s senior management. Mr. Courtney spearheads efforts which include cost

management/avoidance, schedule estimation and monitoring, contract performance management,

requirements analysis, risk management, and quality assurance activities. He directs technical resources

Project Manager - Praxis Engineering Technologies Inc., Chantilly, Virginia 09/2011 – 03/2014

Managed development of a mobile application for a major element within an Enterprise Level Asset Management

Program for Intelligence Community (IC) client. Managed software developers, systems analysts, testers, and trainers

in an agile processing environment. Responsible for system life cycle from requirements to O&M, including

establishment of Mobile Device Management (MDM). Prepared project plan which included future direction of mobility.

Utilized MS Project to build short/long-ranged schedules. Provided monthly status briefings to stakeholders. Identified

and managed risk items. Supported change management due to customer directed requirement re-definition.

Collaborated with software configuration management to ensure proper and timely software releases. Provided

Program Manager for a CIO-SETA sub-contract running four projects. Responsible for staffing, evaluating, and

mentoring, as well as providing financial reporting for an IT staff. Managed a variety of disciplines – software

developers, systems engineers, systems integrators, configuration managers, and process engineers. Leadership was

instrumental in expanding the IC contract.

Principal Systems Engineer - General Dynamics Network Systems Inc., Chantilly, Virginia 07/1999 - 02/2004

Performed INFOSEC lead for IC program. Provided security architecture design, guidance, and recommendations.

Prepared Security Plans, presented Security briefings, and reviewed software methodologies to ensure compliance with

DCID 6/3 security requirements. Architecture improvements included selection of firewalls, intrusion detection, auditing

tool, and virus-checking software.

Provided INFOSEC support to a messaging system for IC customer. Reviewed and prepared security plans, attended

briefings/reviews, and prepared/presented security engineering briefings to information security boards. Successfully

achieved Certification & Accreditation authority to operate for a major segment on schedule.

Provided Information Security support to an IC program, overseeing and maintaining the security status for multiple

Intelligence projects. Reviewed security plans, attended briefings/reviews, and provided security-related

recommendations to the respective projects.

Provided information security oversight to an IC project that provides softcopy visual data library with near real-time

processing and distribution of imagery. Prepared security documentation, including Security Plan, Security Test Plan,

Managed Year 2000 implementation effort for servers at the Office of Naval Intelligence through the assessment,

renovation, and validation phases. Assessed and provided recommendations for all PC servers to meet Year 2000

compliance standards. Provided analysis and recommendations of their Windows NT environment. Developed

automated tools to reduce labor-intensive tasks and provided enhancements to Windows NT file and mail servers.

Senior Engineer - GTE Government Systems Corporation, Chantilly, Virginia 06/1985 - 02/1992

Developed system requirements for NATO CINCIBERLANT Command and Control Information System (CCIS) in

Portugal. Oversaw the B3 security certification process based on the Trusted Computer System Evaluation Criteria

(TSEC) for this CCIS through development of Security Engineering Management Plan, Security Engineering Test Plan,

and Systems Engineering Management Plan.

Provided TEMPEST engineering direction for a secure office automation system for the Office of the Secretary of

Defense.

Established technical direction and advised management in the security accreditation process of a DoD automated
