CAREER SUMMARY
Highly accomplished and seasoned network operations specialist with expertise in managing creative direction initiatives within
the corporation. I Built the US Cellular network in Southern Oregon, and Northern California from six sites in 1990 to over
Three Hundred sites in 2009. Skilled in planning and managing complex initiatives that achieve desired goals of profitability,

While at PacifiCorp and Us Cellular I was directly responsible for site surveys, site development, construction coordination, and
general project management of the US cellular wireless network, and the PacifiCorp Narrow Band Compliance upgrade project
of the Land Mobile Radio communication sites located throughout the Pacific Northwestern states. I also ensured that all phases
and specifications of all concrete, road builds, and improvements on tower and site builds, site modifications microwave
backhaul, generator upgrades, tower improvements, shelter replacements, etc. were completed according to plan to deliver the
system on time, on specification, and on budget with a minimum of change orders required. I brought in new vendors to
promote competitive bidding on the Seventy plus sites in the Pacific Northwest saving thousands of dollars for the project.
While at Velocitel since June 2012. I was involved with the Pacific Northwest LTE team that completed an 80% site build
completion of Wave 2 sites. This allowed AT&T to launch their 4G technology in the Portland metro area by the scheduled roll
out date of 9/20/2012. I was also asked to work on the first closeouts and true ups of the wave 2 sites, as well as gaining and
sharing knowledge of the TMA upgrade process. I was tasked with working towards getting the LTE battery project back on
track walking and writing Scopes of work for the more complex power upgrade sites. Was then asked to take over the new site
build project and be the lead construction / project manager for the program. This was comprised of 54 sites in 2012, and 23
sites in 2013. I completed the 2012 build, and the 2013 build on time and within budget. Upon successful completion of this I
was asked to take the same role in the UMTS 1C program working on the completion of this project forecast for yearend 2014.

I managed the day to day construction of the install of the LTE 4G equipment. This came through over seeing contractor’s day
to day work. Making sure the installs went correctly, they were installed to Velocitel, AT&T standards, and corrected issues as
they presented themselves always being in charge and assuring they were done the correct way. I made sure they had the correct
parts a head of time and if there were shortages made sure they were corrected within 24 hours. Was also involved in the true
up, close out, and WA process. I worked with the contractors to achieve correct billing charges and truing up site costs. I was
promoted to New Site Builds Lead Construction Manager in November 2012. I completed the 2012 build schedule of 54 sites in
the PNW finalizing all construction costs, true ups, and closeouts, and started work on 2013 build schedule. The 2013 new build
schedule was completed on time and within budget. Starting the last quarter 2013 I was also asked to take on the UMTS 1C
project and complete it. This role consisted of the same job tasks as the new site build program. This consisted of approx. 30
sites that had to be completed by year end 2014. Some of these sites consisted of very complex site modifications, Tower mod
upgrades and tower replacement. As the UMTS project was winding down I was starting the role as Lead Construction
manager on the Small Cell Program Velocitel was starting for ATT. Walked and collected data for ATT on 5 small cell polygons
