Bryan International is in a Joint Venture with 77 Construction Company from Turkey. The JV
holds a 5 year Middle East MATOC contract with the US Army Corps of Engineers (USACE)
for up to $125,000,000.00 per year. Recently worked as the QC Manager/ Deputy Project
Manager for a $25,000,000.00 Bid Build/ Site Adapt Waste Management Complex which
included 5 - PEB buildings, 7 Cast in Place concrete multiple tier structures with CMU infill, 2-
30 ton/ day incinerators with truck scales and ramps. Also included in this contract were all
infrastructures to include central utility systems, fiber, 13.8kV feeder tap with switch, back up
generation, roadways and numerous other flat work areas for POL and Hazardous Material
transfer and storage areas. These areas also included drainage and underground storage tanks to
prevent contamination of hazardous and nonhazardous waste from entering the soil and water
table.
Responsibilities include but not limited to: Performed as onsite Project Manager and Quality
Control Manager from Dec. 2012 through Aug. 2013. Reviewed contract specifications and
drawings to ensure compliance, maintained as build drawings and updated them on a regular
basis with subcontractors, conducted all preparatory, initial and follow up inspections for each
phase of work, performed onsite and offsite inspections of concrete plants and other fabrication
areas, prepared QC reports and updated USACE QCS software daily, maintained the QC
deficiency rework list and issued these lists to subcontractors, prepared and reviewed the 3 week
look ahead, scheduled construction efforts with subcontractors and concrete plant, tracked and
submitted all testing requirements for customer review, reviewed all submittals against contract
specifications and drawings and ensured materials with long lead times were ordered in a timely
manner, wrote all requests for information (RFI’s), chaired the weekly progress meetings with
USACE, recommended Value Engineering Techniques to USACE, reviewed and tracked safety
deficiencies with the SSHO, stopped unsafe work according to OSHA and EM 385-1-1 and
issued safety noncompliance letters to individuals and crews, updated project schedules as well
as prepared all pay requests. Adjusted funds across schedule to better balance the budget, wrote
and responded to serial letters from the customer.
The US Army Corps of Engineers performance evaluation for this project was rated as “Above
Average” as they rarely give Outstanding for any given project.

Overseen MEP's Start up, TAB and CX. Reviewed crane lift plans prior to submission and again
prior to lift to ensure submitted documents, equipment and qualified personnel were as
submitted. Advised project delivery teams of hot and cold weather concreting techniques, NFPA,
ADA and other regulatory guidelines. Initiated a Red Zone checklist @ 70% construction
complete to ensure timely project close out. Overseen development of the O&M manuals and
ensured owner and end user training were conducted. Ensured each PDT began developing a
close out checklist at the onset of the project.

$120,000,000,000. These jobs are all located on a Forward Operating Base in Iraq which
required daily PM, QA and safety inspections. Inspections include preparatory, initial and follow
up during each phase of construction. Informed contractor on requirements concerning
construction scheduling, progress reporting, work acceptance procedures, safety measures, wage
and hour law observance, labor relations and other matters. Reviewed, advised on and evaluated
contractors quality assurance system. Investigated needs for contract change orders,
controversies which could lead to formal claims by the contractor and deviations requiring
engineering determination. Reviewed contractors receipt of materials and equipment procured by
contractors purchase orders. Inspected materials and equipment received on-site for adherence to
approved samples or shop drawings, rejecting items of non-conformance. Identified potential
construction issues in the field and reported issues to program manager and resident engineer.
Reviewed scopes of work and contracts to ensure contractor compliance. Accepted or rejected
workmanship and/or placement of specified materials. Reviewed safety plans, activity hazard
analysis and critical lift plans. Performed contractor evaluations and held interim weekly project
review meetings. Reviewed work schedules and ensured contractors adhered to accepted plans.
Held preconstruction meetings and reached a mutual understanding agreement between all
parties involved. Coordinated infrastructure meetings concerning electricity, potable water and
sewage. Coordinated road closures and traffic bypass plans. Acted as on site project manager and
project engineer. Able to carry out the full range of both field engineering functions for all of the
