MARK A. WOLVEN
With 25+ years of professional experience, I am a highly capable Project Manager, Lead Data
OBJECTIVE
Management/Migration Consultant, and Data Analyst. I can analyze requirements, lead teams,
and communicate effectively with both clients and coworkers. My value to a client lies in my
ability to understand complex requirement issues while remaining engaged with the task at a
technical level, and thus ensuring that delivery meets client expectations.
The management of data is a recurring theme throughout my career and emerges in diverse
forms such as data sourcing, cleansing, migration, and transformation.

ACHIEVEM
Lead Business Analyst
ENTS
1. Data Migration Project Lead – this effort requires management of a third party software
upgrade on top of upgrades to Oracle and Windows Server. Manage development of
custom applications. Create a repeatable process for rollout in multiple locations.
Booz Allen Hamilton, McLean, VA, June 2003 – July 2014
Senior Business Systems Analyst
2. Data Migration Lead – this effort requires the migration of data from several disparate
systems into a single web based system to manage DoD Civilian Position and
Manpower data. Data extracts from the source system are created, mapped, cleansed,
and harmonized using Microsoft Excel before it is loaded into the manpower system.
After the data is loaded, it is validated that the data was loaded correctly.
3. Lead Test Tool Developer - this effort required that a test tool (Microsoft Access) be
developed for each of 9 unique data sets to inspect the quality of the data for the
uploading process for an application under development. The process examined these
data sets and a set of tools was created to facilitate the work. Ultimately, each data set
was accompanied by its own reports and documentation.
4. Managed the revision process of the Core Human Resource Information Standards for
the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD
(P&R).
5. Solely responsible for all Army (Defense Integrated Military Human Resource System)
DIMHRS Data Mapping related information and tasks. This includes multiple source
and target databases, databases containing functional requirements, and conversion of
non-automated outputs from other offices to more useful tools.
6. Created a combined Legacy Data Mapping database that users employed to map
Legacy Data Elements to DIMHRS Attributes and Information Requirements.
Performed administrative changes to the database as necessary to respond to user
requirements.
7. Designed and generated performance metrics from the DIMHRS mapping databases;
used SQL to extract datasets and created dashboards to display this information.
8. Authored papers related to DIMHRS Data Mapping
Logistics Management Institute, McLean, VA, November 2001 – April
2003
Research Fellow
1. Developed an interactive, automated cost model that was distributed to potential
bidders to assist in development of cost proposals for a major (>$100M) request for
proposals for the Defense Commissary Agency.
1. Prepared and conducted briefings to EPA employees on Section 508 (Federal
Accessibility Standards for Electronic and Information Technology).
Science Applications International, Inc., McLean, VA, 1994 – 2001
Analyst
2.
Developed a series of computer simulations for major commercial cargo facilities at
ports of entry along the Southwest border, several major seaports, and the busiest
commercial cargo facility on the Northern border. The models assessed the effects of
inspection technologies and contemplated policy or operational changes on daily
activities of the port.
3. Determined data requirements for model development and designed and implemented
the data collection processes.
4. Developed a process simulation model capable of conducting risk analysis: to identify
optimal throughput rates under varying process conditions, to minimize process
downtime, and to mitigate process perturbations. This process simulation model
provided a graphical illustration of the neutralization-based chemical demilitarization
process in conjunction with quantitative analysis to identify system bottlenecks and
system redundancy requirements. This work was performed for the U.S. Army at the
Aberdeen Proving Grounds.
