Description :

BSC stands for Blue shield of California. As everybody knows

about the BCBS (Blue Cross Blue shield) which is known for the hospital and

Professional services for whole lot of insurance companies but this has

nothing to do with BSC. BSC is an independent Payer and a competitor to

BCBS. So BSC should never be referred to be linked with BCBS as they are

competitor to each other. Blue shield of California provides both hospital

(insititutional) and Clinic (Professional) services in its plan and not

just professional as people may think. This type of payer with this name is

only in California.

History of Schedule L

Began in mid 1980's

1) For Back end needs like Underwriting, Paid vs billed, month end

reporting and many other.

2) Upgraded in 1980's to have BCBS Arizona data also together

3) But then when the upgrade was planned BCBS moved out with a copy of the

whole system in 1990.

4) 1991 TPS upgrade was done which brought in File manager for Schedule L.

5) There were other projects done but the major one came again in 1996

known as Information Access (IA) which gave better access data like

querying. As prior to IA the whole data was on tapes and there were no

capabilities for users to access the data. This gave them a better access.

6) Now Rosetta is the future for IA which will have more data elements

giving more access to the users.

Schedule L majorly deal with Back-end systems. Back-end system gathers data

from interface application throughout BSC and its vendors and provides the

data in form of reports and extracts which are loaded to databse. This

information is used by BSC users for their day to day functions.

The data which comes from different sources are classified in 3 types

ZEUS is a software package from ERISCO 6.03, originally known as

GroupFacts system. This has been customized for maintenance of Plan and

Member details, rating and premium calculation, billing and accounting and

applying payments, calculating agent commissions, sales rep compensations

and reporting, for the Guardian Group Insurance Business.

Group Facts and the other systems that interface with Group Facts such

as Phoenix, Claimfacts, FAS, CDS etc., share data thru VSAM Files and DB2

tables.

ZEUS application performs the following main business functions:

1. Policyholder Setup : Sets up Group, Division and Class for

the policy

2. Member maintenance : Maintains Member related details

3. Rating and Premium calculation : Calculates Premium amounts based

on Medical, Non-medical and Family rates.
