Mechanical Engineer

Performed comprehensive Building Condition Assessment Survey of school

facilities throughout NYC either owned or leased by New York City

Department of Education (DoE). To meet state-mandated reporting

requirements and to support the DoE's Five Year Capital Plan, by assessing

the physical condition of the buildings mechanical systems. The project

involved a detailed visual inspection of each facility's physical

condition, identifying deficiencies, estimating costs and assessing

infrastructure issues. I wrote detailed reports of each DoE asset, which

contained the condition rating, life cycle rating of the buildings existing

mechanical equipment/components with their deficiencies, quantities and

ratings, including the building violation status, priority conditions, and

overall building comments. Then coordinated the data, and reported Quality

Assurance, Quality Control (QA/QC) findings with the School Construction

Authority. Generate priced deficiency data from the Deficiency Cost

Program, and identified/adjusted the pricing methodology contained in the

program. Looked for priority, hazardous, and unsafe conditions identified

during inspections, and notified the SCA immediately

Responsible for planning, coordinating and directing the effective and

timely implementation of the construction of complex capital projects.

Formally evaluate the performance of contractors, reporting on

discrepancies, and/or unsatisfactory performance. Monitor contractor

operations, Quality Assurance/Quality Control by inspecting to assure

compliance with the contract documents. Prepare comprehensive daily reports

indicting observations of work performed each day. Insure that the daily

safety standards are maintained. Conduct acceptance inspections and

generate punch lists to ensure contractor completion. Resolve problems that

arise during the construction process. Maintain a management information

system by providing data, for the planning and control of project

development. Investigate and advise concerning contract disputes and

appeals. Prepare contract and project documentation. Review and comment of

project schedule (CPM). Draft, approve and negotiate change orders. Assist

in conducting meetings and prepare agendas/minutes. Draft correspondence to

the contractors. Verify, then approve and process, contractor and

consultant payments.

Recent Projects and Achievements Include:

. Bowery Bay WWTP: Contracts 58G, 58H, & 58E - $34M & Meet requirements of

the State Pollution Discharge Elimination System, ensured plant

reliability, reduced operational manpower requirements, at a huge cost

savings to NYC. (2006 - 2013)

. Clearview & 24th Avenue Pumping Station and Force Main: Contract PS-82-

107, $24M. Is part of the NYC Green Infrastructure Plan, was able to

reduced CSO discharges by approximately 90%. (YR: 2001 - 2006)

. Shaft 21, Water Tunnel #1: C601, $17M. Inspected, and video tapped using

an underwater ROV, 800 feet below street level, the 12 foot diameter

shaft 21, dewatering valve where it punctuates the lowest point of NYC

water system. (YR: 2000 - 2001)

. Gowanus Canal Flushing Tunnel: Contracts 15G, 15E, 15D & 16 - $42M. The

Gowanus Canal is a Superfund site, designated by US EPA. Successfully

increased the dissolved oxygen levels in the Gowanus Canal, improved the

overall water quality, mitigated the effects of CSO and increased the

capacity of the pumping station from 20MGD to 30MGD. (YR: 1996 - 2000)

. Rikers Island Pumping Station and Force Main: Contract PS-112, $15M. Is

now in compliance with FEMA elevation requirements, and also reduced CSO

discharges. (YR: 1991-1996)

Office Engineer - Wrote detailed proposals for change order work and

negotiated settlements with general contractors. Made takeoffs and worked

on bids proposals for high rise commercial buildings and capital

improvement mechanical construction contracts.
