Serve as direct interface between t he government and mili tary personnel for year-to-year

P rogram funding requirements in the Pacific Region; consisting of employees spanning

Washington, California, and Hawaii. Provide IT Client and enterprise services support to

both internal and external customers as required from conception through implementation.

• Directly managed, trained, coached and mentored staff and 17 Field Support Engineers

applying change management principals adopting new IT initiatives during program

budgetary constraints and limited personnel.

• Worked directly with the customers to provide IT Client and enterprise services support

from both internal and external users downstream from conception through supply chain

implementation to achieve over 98% coverage of all request.

Deputy Program Manager, Operations

M anTech Inc. (STI Division) 2009 – 2012

Served as liaison and project manager for the Knowledge Management Integrator Program

(KMIP) and acted the interface between the government and military personnel for year-to-year

funding requirements. Engaged in team building fundamentals to allow for the most efficient

and effective implementation of the project management lifecycle.

• Successfully managed 220 personnel for IT training, over 300 personnel deployments,

four major product software upgrades and associated office and warehouse facilities.

• Strengthened company's business by leading implementation of new IT trouble ticket

tracker, reducing help desk manning at cost savings of over $600,000 annually.

• Developed, rolled out new policies, and exceeded program objectives as the Portal

propitiatory guidelines by providing corporate interface with sub-contractors.

• Strengthened company's business by leading implementation of the Knowledge

Management (KM) Project, defined charter, mission statement and Statement of Work

(SOW) within the scope of the $5.9 million and deployed the team on time.

• Implemented an innovative project to increase employee loyalty and reduce turnover by

developing a personnel man-hour algorithm to demonstrate utilization rates and protect

employee training and off times. Project provided early personnel realignment based on

future manning reductions at a cost savings of over $7 million annually.

US Army Commissioned Officer

United States Army 1988-2008

Retired after a 20-year career working in dynamic and austere environments, managing people

from diverse backgrounds with a high level of responsibility and impact. Responsible for

planning, preparation, and execution of tactical operations at all levels.

• Senior Strategic Planner, Aviation Program Manager (Iraq 2005-2008). Applied Lean

management and Theory of Constraints while directing over 3,000 missions supporting of

over 150,000 military personnel and moved over 3,400 tons of cargo sustaining combat

operation in theater. Chaired Joint Personnel Recovery (JPRA) operations for MNC-I

and CENTCOM.

• Chief of Operations - Battalion S-3 (Iraq 2003–2005). Administered and allocated the

battalion-level budget of $259,000 and a 4000 hour flying program comprised of 18

helicopters, 350 military personnel, and 62 vehicles without loss or error.

• Chief of Staff - Battalion Executive Officer (2001–2003). As a Program Manager

applied a Lean maintenance model shortening aircraft phase resulting in exceeding the

Department of Army readiness standard of 83%. Used cost management principles,

administered, and allocated a $9 million battalion budget across 24 helicopters, 280

military personnel, and 62 vehicles, and unit buildings, hangars and motor pool facilities.

• Observer, Controller – O/C (Germany, 1997-2001). Coached, taught, and mentored

over 10 different aviation units from both US and European NATO installations.

• Company Command (Iraq /Haiti 1988-1997). Chosen to Command early as a

Lieutenant and chosen again later to Command as a Captain. Program Manager directly

responsible 190 soldiers/pilots. Provided cost and schedule management of the units’

equipment, including 4 Attack and 6 Scout Helicopters in excess of $33 million.
