(KMIP) and acted the interface between the government and military personnel for year-to-year

Management (KM) Project, defined charter, mission statement and Statement of Work

developing a personnel man-hour algorithm to demonstrate utilization rates and protect

US Army Commissioned Officer

Retired after a 20-year career working in dynamic and austere environments, managing people
from diverse backgrounds with a high level of responsibility and impact. Responsible for
planning, preparation, and execution of tactical operations at all levels.
• Senior Strategic Planner, Aviation Program Manager (Iraq 2005-2008). Applied Lean
management and Theory of Constraints while directing over 3,000 missions supporting of
over 150,000 military personnel and moved over 3,400 tons of cargo sustaining combat
operation in theater. Chaired Joint Personnel Recovery (JPRA) operations for MNC-I
and CENTCOM.
• Chief of Operations - Battalion S-3 (Iraq 2003–2005). Administered and allocated the
battalion-level budget of $259,000 and a 4000 hour flying program comprised of 18
helicopters, 350 military personnel, and 62 vehicles without loss or error.
• Chief of Staff - Battalion Executive Officer (2001–2003). As a Program Manager
applied a Lean maintenance model shortening aircraft phase resulting in exceeding the
Department of Army readiness standard of 83%. Used cost management principles,
administered, and allocated a $9 million battalion budget across 24 helicopters, 280
military personnel, and 62 vehicles, and unit buildings, hangars and motor pool facilities.
• Observer, Controller – O/C (Germany, 1997-2001). Coached, taught, and mentored
over 10 different aviation units from both US and European NATO installations.
• Company Command (Iraq /Haiti 1988-1997). Chosen to Command early as a
Lieutenant and chosen again later to Command as a Captain. Program Manager directly
responsible 190 soldiers/pilots. Provided cost and schedule management of the units’
equipment, including 4 Attack and 6 Scout Helicopters in excess of $33 million.
