Because of a reduction in my former employer’s Federal Bureau of Investigation business, I am seeking new

opportunities in the metropolitan Washington, DC area.

I am a Top Secret/Sensitive Compartmented Information cleared senior program manager with experience as an

security engineering manager, system architect and business development/capture manager in both Federal

Government contracting and the commercial sector.

In the Federal sector I have recent and extensive experience with the Federal Bureau of Investigation as well as past

experience with the Department of Homeland Security, the Department of Justice and the Environmental Protection

Agency.

As a senior program manager I have led programs of over 230 personnel and $42M/year in sales using Earned Value

Management and I have been ITIL and PMP certified. Using these tools I have a record of bringing in technically

complex programs on time and on budget. I took the US-VISIT finger print matching program from emergency award

through development to deployment around the United States in 6 months acting as both the program manager and

system architect.

In support of the Environmental Protection Agency I provided day to day operational and technical management of 35

concurrent contracts, ensuring customer satisfaction through on time and on budget delivery of contract requirements.

The contracts included application development, application operations and maintenance, help desk and desk side

support in Virginia and North Carolina. I also worked closely with the customer to identify new contract requirements

to grow the business.

Over the last four years I have divided my time between program management and business development/capture. I

have won both contract vehicles and programs as well as leaving my former employer well positioned for upcoming

Federal Bureau of Investigation opportunities.

I bring strong written and verbal communications skills as well as a record of building successful customer relations.

For example I took over the Federal Bureau of Investigation’s IATI program where a lack of customer confidence in

the team’s ability to deliver caused awarded funding to be withheld. I led the team in building an environment where

IATI Cross Domain and Secure Remote Access Project Manager, Lockheed Martin

(April 2009 to November 2011): In support of the Federal Bureau of Investigation.

the FBI’s IT vision. These projects include:

2009): In support of the Federal Bureau of Investigation. Technical contributor and

author supporting the development, business process reengineering and deployment of

the FBI’s Enterprise Identity and Access Management service.

ITS-ESE Deputy Program Manager, Lockheed Martin Enterprise Systems and

Global Services (July 2006 to March 2008): In support of the Environmental Protection

Agency. Provided day to day operational and customer management of 35 independent

contracts. Reorganized technical resource sharing and deployment into a shared

production environment processes to reduce costs and improve quality. Lead the effort to

certify the program to CMMI level 3.

IATI Program Manager, Lockheed Martin Technology Services (July 2004 to July

2006): In support of the Federal Bureau of Investigation. The program provided security

architecture, security application development, internal security monitoring of network

activity and security policy support for the Federal Bureau of Investigation. The internal

security monitoring was carried out by an Enterprise Security Operations Center which,

as part of this contract, was a completely new operation designed, developed, staffed and

trained by LM which monitored several FBI networks for internal threats on a 7x24 basis.

The IATI team developed a number of security applications for the FBI which included custom hardware and

software as well as traditional application development utilizing Web and COTS. In addition, LM negotiated

the purchase of site licenses which included development control from a specialized security vendor for the

FBI. Subsequently LM managed the development and deployment of the software for the customer.

While Program Manager, funding which had been withheld due to lack of customer confidence in the LM

team was released as customer confidence increased and the program grew from $6 M per year to $42M. The

program was managed using Earned Value Management.

Biometrics and US-VISIT Increment 1 Program Manager, Lockheed Martin

Technology Services (July 2003 to July 2004): In support of the Department of Justice

(later Department of Homeland Security). Technical and operational responsibility for the

design, development and operation of the US-VISIT finger print collection storage and

matching solution to include the client, data base, workflow engine, 1:1 and 1:Many

matching system as well as interfaces to IBIS, ADIS, Department of State and Exit. My

team met or exceeded all schedule, technical and financial goals and provided support to

other vendors, when needed, to ensure our customer’s success.

Later management of the Federal Bureau of Investigation Biometrics program was added to my

responsibility. This system collected electronic finger prints upon arrest and booking of criminals.
