Illinois State Police - Forensic Science Command (FSC)
Information Technology Manager (Sep 2010 to present)
Manage systems used by over 250 forensic analysts to analyze and
report findings on criminal evidence submitted to FSC by law
enforcement agencies in the state.
Responsibilities include
. Conduct feasibility studies to determine the cost effectiveness
and benefits of proposed application improvements.
. Liaison for FSC for other agencies regarding information data
exchange.
. Conduction Joint application design (JAD) sessions to gather
business requirements.
. Evaluated and approved purchases for all computer / server
hardware.
. Responsible for all aspects of the day-to-day IT operations.
Computer Aided Laboratory Management System (CALMS) - CALMS is the
laboratory evidence tracking and report generation system used by FSC.
All of six labs through the state run a dedicated instance of CALMS
database. A custom build visual basic application is used to access
the information.
Sample Tracking and Control System (STaCS) - STaCS application is used
by Forensic Biology and DNA sections. This application is used to
track all samples and controls for DNA analysis. The system also
provides quality assurance check points which will stop the analyst
from choosing a non-operational instrument or use expired reagents to
process the sample. We have a single instance of the application which
is used by all forensic biology and DNA sections through the state.
All samples, controls, instruments and reagents are tracked in the
system via unique barcodes generated at various phases of the DNA
analysis process.
FORAY Digital Workplace - Latent Print section and Forensic Biology
section use the forensic science document management system which
tracks all analyst worksheets, pictures taken to analyze the evidence.
The system keeps revisions of assets uploaded and modified during the
period of analysis.

Technical Lead for a 5 developer's team to migrate a custom
application from forms 6i to forms 10g. All the forms were generated
Oracle Designer 6i using Oracle head start template. Migration
included upgrading the designer repository to Designer 10g and
regenerated all 60 forms using Oracle 10g head start template.
Installed and configured multiple Application Severs to host both
development and production instances.

application is being used by Illinois State Police and other law

built with full compliance with J2EE. It also adheres to data

. Automated Incident Management System (AMIS)
Technical lead for a new incident management system to work
for both the Chicago Police Department and Illinois State
Police. This project is to understand both department
processes and designing a system to work for both
departments. This system is designed allowing other law
enforcement agencies the State of Illinois want to use. The
non-mobile version of the system is going to be developed in
APEX (HTMLDB). This entire application will replace present
Client Server application for Chicago Police Department..
. Citizen Law Enforcement Analysis Reporting (CLEAR)
Technical lead for a 3 developer team to design and
development of HTML GUI Licensing Application using Designer
9i, HTML DB, Reports 6i and Oracle 9i. The web based system
will help City of Chicago process background checks for
customers who request Licenses for a business. The
information entered into the system is transferred to a
Fingerprinting system which after completing a background
check stores the finger prints and notifies the system if the
person has any criminal background.
. Automated Arrest (CLEAR)
Technical lead for a 10 consultants team to design and
development of HTML GUI modules for Automated Arrests System
(part of CLEAR) using Designer 9i, APEX (HTMLDB), Reports 6i
and Oracle 9i. This web system replaced the existing client
server arrest system modules. With this system the arrest
process was made automated from the time the offender was
arrested till produced in court. This system will interface
with Fingerprint, Mug Shot, FBI and the State department
system. The entire application is converted from Forms 6i to
APEX (HTMLDB).
Chicago Police Department (January 2001- September 2002)
Software Consultant - Oracle Corporation
. Conducted classes on APEX (HTMLDB) for about 30 Chicago
Police Department Developers and Oracle Consultants working
on the CLEAR project.

. Criminal History Record Information Systems - CHRIS
Responsibilities included design and development of GUI
modules for Criminal History Records Information Systems
(CHRIS) using Developer Forms 6i and Reports6i, Designer 2000
and Oracle 8i also involved in maintaining and trouble
shooting CHRIS system. CHRIS system is a high availability,
mission critical system. This system is a transaction
processing system, through which every day Criminal History
Records such arrests, cases, stop orders, warrant and
internal affairs are entered. The system has complex
interfaces with Fingerprint, Mugshots and FBI Systems.

Designed and developed Automated Computer Program Identification
Numbering System (ACPINS), which provides US Air Force Software
Managers and worldwide ACPIN customers with an easy access, user
friendly, web-based system consisting of Oracle Forms, Oracle Reports
and Oracle PL/SQL web pages to access information from an Oracle
database. Other responsible included maintenance of the production
environment and design and develop upgrades. Performing maintenance
