and upkeep during 4 year carrier refueling complex overhaul (RCOH) providing full

restoration of shipboard engineering systems to include 10 Damage Control repair

lockers and 25 Damage Control unit lockers, all shipboard AFFF systems, ship wide

counter-measure wash down systems and hangar fire suppression sprinkler systems,

gas free engineering inspection of all repaired tanks and voids before and after

repairs. One of three Officers of the Deck Underway upon completion of RCOH.

CONTRACT SPECIFICATIONS FOR BOILER REPAIR AND

June 2005 – April 2007: Directed and executed Immediate Superior in

Charge (ISIC) functions, Executive Agency equivalency, for 24 Ship Commands

consisting of more than 2,600 personnel as the Regional Support Organization Chief

Staff Officer. Led the daily activities of a very senior 75 personnel staff to include a

$120M budget execution, engineering certifications, policy changes and

implementation. Personally conducted Navigation Certification and Engineering

Operations Certification prior to ship deployments.

August 2009 – October 2010: Commanding Officer of a diverse medium-to-

maximum security Joint Detention Group guard force in Guantanamo Bay, Cuba.

Trained, qualified and led more than 700 personnel in the flawless execution of high

intensity, psychologically demanding, strategic detention mission in every aspect of

operations, under intense political and media scrutiny.

environments on the ground in Baghdad, Iraq. Promulgated a more than $100M

budget executing interagency, multi-national and coalition operations designed to

challenges.
