Over thirty-three years of experience in Contracts and Subcontracts including assignments as Manager of Contracts,

Pricing and Subcontracts. During that time have had direct and/or supervisory responsibility for Contracts and

Subcontracts with values of over $100 million, as well as assignments in Program Management, Security, Government

Property, Export Control and Accounts Receivable.

EMPLOYMENT HISTORY

Lockheed Martin IS&GS (2000 - 2013) Contract Negotiator Senior Staff; Subcontract Administrator Senior Staff

Had responsibility for the subcontract activities for the Energy Line of Business within the IS&GS Civil organization.

In a prior assignment had responsibility for the review and negotiation of all software license agreements, all

international subcontracts and all subcontracts involving intellectual property issues. Developed training lessons on

various procurement topics, as well as provided advice and guidance to new IS&GS GSCM employees. Assisted other

GSCM professionals on a variety of contractual and procurement issues on Programs such as UK Census, NGI, WIN-

T, ODIN, ACES and JPL DICE with particular emphasis on Intellectual Property and Teaming Agreement issues.

Negotiated and wrote contract and subcontract agreements in excess of $100M, both domestically and internationally

including writing the Statements of Work and Award Fee Plans. Had responsibility for all contract administration

functions including the negotiations for the IIMS Contract with the Pennsylvania State Police, CAPPS II Program with

TSA, MSAS Program with NEC in Japan, AEHF and GPS III. Had responsibility for the close-out of several LMGT

contracts and their transition to M&DS S&T LOB. Was the designated Export Control Coordinator for M&DS in

Gaithersburg.

ACS Defense, Elkridge, Md. (1998 – 2000); Contracts Administrator

Responsible for all contract administration duties as well as approval authority for all subcontracts and purchase orders

at ACS Defense Maryland Operations. Had responsibility for the development, implementation and determination of

the Award Fee award for all subcontractors on the ITSE Program. Responsible for the development and approval of

ACS Defense’s Government Property Procedures. Responsible for all Teaming and Non-Disclosure Agreements for

ACS Defense’s Maryland Operations.

SAIC, Falls Church, Va. (1996 - 1998); Senior Subcontract Administrator

Had responsibility for the Sector’s largest subcontract, including price analysis, subcontract modifications and

correction of the subcontracts CLIN Pricing. Provided training to the Program Office on writing a Statement of Work.

Was responsible for the development of databases for tracking Delivery Order Proposals and invoices by user site.

METROPOLITAN CONSULTING CORPORATION, Silver Spring, Md. (1995 - 1996); Senior Associate

Had responsibility for all of Bell Atlantic’s Tempo Program subcontracts. Had responsibility for all subcontract

functions including issuance of subcontracts and subcontract modifications, revision to subcontract terms and

conditions, development of Requests for Proposals and subcontract administration. Provided guidance to the Bell

Atlantic’s Tempo Program Office, Bell Atlantic’s Director of Contracts and Bell Atlantic’s Federal Systems President

on subcontracts, contracts, programmatic and compliance issues.

M/A-COM, Government Products, Hunt Valley, Md. (1992 - 1994); Manager Contracts

Had total responsibility for all contract negotiations. Had responsibility for the development and accuracy of all price

proposals, negotiation of all Forward Price Rate Agreement and modifications to the Division’s Disclosure Statement

with DCAA and all consulting agreements. Was responsible for the creation and the development of the Division’s

Program Management review process. Appointed the Division’s Intellectual Rights Coordinator. Supervisory

responsibility for Contracts, Shipping, and Exporting including Licensing, Invoicing, Security and Accounts Payable

Responsible for the creation of a RJO’s Subcontracts Department and the development of the corporation’s

Procurement Policies and Procedures. Had supervisory responsibility for all subcontract personnel. Had approval

authority for all consultant and subcontract agreements.

LITTON AMECOM, College Park, Md. (1985 - 1990); Senior Contract Administrator, Manager Contracts, Principle

Subcontract Administrator, Assistant Manager Subcontracts

Responsible for providing direction and guidance to assigned personnel in the placement and administration of their

subcontracts, monitoring workload of those personnel assigned and allocating workload in accordance with Division’s

needs. Had responsibility for reviewing and approving all procurement actions within corporate directives.

Responsible for reviewing performance of assigned personnel. Responsible for the administration and negotiation of

the A-12 Contract and major subcontracts. Responsible for the contract administration of the A-12 Program. In

addition acted as consultant to the Subcontracts Department in their negotiation of A-12 Subcontracts. Also was

responsible for the preparation and negotiation of all new A-12 business proposals. Had responsibility for drafting and

negotiating proprietary and teaming agreements, including joint venture agreements. Had responsibility for

administering several DOD and commercial programs. Developed and coordinated the Division’s offset obligations.o

RCA CORPORATION, Camden, N.J. (1982 - 1985); Contract Administrator

Responsible for developing cost proposals, acquisition strategy; management and negotiation of contracts for major

DOD and commercial programs as well as small foreign purchases in excess of $60 million. Represented the

Contracts Department at all IVCS/AEGIS Program reviews.

BOEING COMPANY, Ridley Township, Pa. (1980 - 1982); Contracts Coordinator

Performed all aspects of contract administration including preparation of proposals, negotiations and administration for

DOD and NASA. Conducted training classes on Weighted Guidelines Analysis. Initiated and developed a new format

by which management authorized company organizations to implement contractual obligations more effectively and

efficiently.
