Insight Global (Assigned to CenturyLink), Vienna, VA (March 2011 to Present)

• Senior Proposal Manager: Performs proposal management for Federal and State

telecommunications and computer hosting contracts for CenturyLink. Led the California

Integrated Telecommunications Network (CALNET3) proposal team to win Phase 1

Prequalified Multiple Award Contracts (PMAC) for 15 telecommunications and hosting

categories, and Phase II wins for over $70M of new telecommunications services. Supported

a winning proposal for global telecommunications services for the IC. Performs solicitation

review, creates schedules and outlines, establishes requirements traceability, manages

assignments, reviews write ups and graphics, ensures compliance, and manages color

• Senior Proposal Manager: Provided proposal management for engineering and technology

services contracts. Designed and prepared business development presentations, performed

Oldenburg Group Inc. (OGI), Kingsford, MI (March 2008 to June 2009)

Business Development Manager: Performed capture management for engineering and

manufacturing contracts that resulted in over $20 million in new contract wins. Led the effort to

win a multi million dollar Department of Energy contract for the MOX Fuel Fabrication Facility

Material Handling Equipment. Served as Capture Manager for the $9 million win to provide

manufacturing services for the Navy’s new Electromagnetic Carrier Launch System (EMALS)

program. Performed opportunity identification, conducted bid/no bid presentations, and assisted

with proposal development. Worked closely with senior and mid level managers to develop and

execute winning capture strategies. Visited customers and provided capability presentations.

Planned and conducted customer visits to OGI manufacturing plants and conducted plant tours.

VP of Business Development: As the Defense Operations Sector VP for Business

Development, performed marketing and proposal development for technology, operations, and

engineering contracts. Managed a business development team of six people. Performed

Proposal Manager: Performed opportunity planning, teaming arrangements, and proposal

development for computer and engineering services. Managed the development of numerous

winning technical proposals. Met with clients to ascertain their requirements and inform them of

company capabilities. Developed and maintained working relationships with complementary

companies to include teaming and partnership discussions. Attended industry exhibitions for

Managed proposal development for numerous U.S. Navy, Coast Guard, State Department, FAA,

and other federal agency contract opportunities. Managed the proposal for the Navy’s Space and

Naval Warfare Systems Center (SPAWARSYSCEN) C4I/IT, which resulted in a $30 million

contract win. Managed several winning U.S. Coast Guard proposals including the U.S. Coast

Guard Maintenance and Logistics Command, Atlantic (MLCLANT) C4I Engineering and

Installation Services $127 million contract win. Managed winning proposals for the Coast Guard's

Command and Control Center (C2CEN) Shipboard C4I Training Services contract and the

MLCLANT engineering and installation contract ($30 million contract win). Managed the proposal

for the Navy’s Tomahawk Weapon Control System installation. Supported the SPAWARSYSCEN

$9 million Fleet Engineering Support contract win, which provided Technical services for

shipboard electronic systems, communications and computer systems, and networks.

Assisted Lockheed Martin with the development of the Marine Corps Worldwide Maritime Pre

Positioning Ships proposal. Managed the development of the Department of Transportation

Federal Railroad Administration's Differential Global Positioning System Installation contract win.

Supported the Navy’s Shipboard Television Direct to Sailors program $3 million win. Supported

the Federal Aviation Administration's Broad Information Technology Services (BITS) $100 million

resulted in contract wins that included the $3.5 million U.S. Army ROTC Mission Management

System contracts; the $3 million U.S. Navy Mobile Technical Unit Field Engineering Services

installed on the USS Yellowstone. This was the first FDDI LAN installed on a U.S. Navy Ship.

Superior Engineering & Electronics Co. Inc., Norfolk, VA, (April 1985 to Jan 1990)

Proposal Manager: As lead Proposal Manager/Writer/Estimator, lead the efforts to win $14

million in new Navy and Army contract wins. Managed the development of technical,

management, and cost proposals for federal contracts. Performed marketing research and bid/no

bid analysis. Wrote and edited proposals. As an Engineering Cost Analyst, analyzed the

requirements of solicitations and engineering drawings to determine the requirements for direct

labor, material, and other direct costs for large electronic service and production contracts, which

included design, manufacturing, testing, quality assurance, and Integrated Logistics Support.

Specialist 5 (E 5): Served as senior teletypewriter technician. Selected as "Soldier of the
