with a 2600 member Afghan Police Intelligence Organization. Responsible for implementing a
professionalization program that encompassed, doctrine, policies, procedures in an Intelligence Led
Policing (ILP) structure to include: Counterintelligence, Counter-terrorism/counterinsurgency, Insider
Threat Screening and Analysis, Intelligence Analysis, Forensics/Biometrics, Surveillance, Clandestine
Source Operations, communications systems and information technology systems. Oversee the Afghan
Directorate and assist in programming and managing budget expenditures of over $85 million U.S.
dollars for equipment and training; saving over $50 million thru budget and equipment modifications.

encompassed multiple technologies involving the development, evaluation and fielding of Commercial
off the Shelf (COTS) technologies to meet Commander’s immediate requirements in the field. Oversaw
budgets in excess of $50 million dollars and managed their expenditures in conjunction with development
agencies. Provided day to day coordination and operational direction to develop and field the technology
to support Commander’s requirements. Coordinated work of multiple organizations for the development
of capabilities required by Commanders in the field in order to support the Global War on Terror
(GWOT). Wrote and coordinated the Concept of Operations (CONOPS), Tactics, Techniques, and
Procedures (TTP’s) manuals to support the technologies. In conjunction with Dept. of Defense Test and
Evaluation Organizations, developed the overall plan for the execution of technology assessment tests.
