Director of a 35 member multi-national, multi-disciplined security assistance and advisory team working

with a 2600 member Afghan Police Intelligence Organization. Responsible for implementing a

professionalization program that encompassed, doctrine, policies, procedures in an Intelligence Led

Policing (ILP) structure to include: Counterintelligence, Counter-terrorism/counterinsurgency, Insider

Threat Screening and Analysis, Intelligence Analysis, Forensics/Biometrics, Surveillance, Clandestine

Source Operations, communications systems and information technology systems. Oversee the Afghan

Directorate and assist in programming and managing budget expenditures of over $85 million U.S.

dollars for equipment and training; saving over $50 million thru budget and equipment modifications.

Responsible for personnel administration of 35 U.S. and Coalition Nation assigned personnel; Senior

Mentor to the Deputy Afghan Minister of Interior for Police Intelligence, advising on four main missions:

Counterterrorism, Insider Threat, Internal Corruption, Common Street Crime. Liaise with U.S.

Gendarmerie and other International police forces to coordinate efforts of protecting the Afghan citizens

plans and policies as well as training on new biometric, forensic, intelligence tools and computer

software. Developed plans, manning and equipment documents for the Directorate for use in future

missions in Afghanistan.

Senior HUMINT/Counterintelligence Advisor, mentor to the Commander, Human Intelligence

Ministry of Defense (MoD). Lead a team of intelligence professionals, linguists and cultural advisors in

day-to-day advisory and support functions overseeing HUMINT Source and Counterintelligence

counterintelligence and counterinsurgency training and operations. Planned and led the first out-of-

theater training for Iraqi Intelligence Collection Officers conducted at the NATO HUMINT Center of

Joint Capability Technology Demonstration (JCTD) program Operational Manager. JCTD program

encompassed multiple technologies involving the development, evaluation and fielding of Commercial

off the Shelf (COTS) technologies to meet Commander’s immediate requirements in the field. Oversaw

budgets in excess of $50 million dollars and managed their expenditures in conjunction with development

agencies. Provided day to day coordination and operational direction to develop and field the technology

to support Commander’s requirements. Coordinated work of multiple organizations for the development

of capabilities required by Commanders in the field in order to support the Global War on Terror

(GWOT). Wrote and coordinated the Concept of Operations (CONOPS), Tactics, Techniques, and

Procedures (TTP’s) manuals to support the technologies. In conjunction with Dept. of Defense Test and

Evaluation Organizations, developed the overall plan for the execution of technology assessment tests.

Technologies were then transitioned to the military services as a Program of Record (POR).
