Completed certification as a Hazardous Waste Designator per Washington Administrative Code
(WAC) 173-303-330.
Performed hazardous waste designations to determine the Environmental Protection Agency (EPA)
classification of waste submitted for disposal, recycling, redistribution, sewer, or pre-designation
according to the Environmental Protection Agency and the Washington State Dangerous Waste
Regulations.
Completed certification as an Advanced Hazardous Waste Shipper and used this knowledge to certify
hazardous waste shipments were in full compliance with 49 Code of Federal Regulations (CFR) and
the WAC. This includes applying the proper shipping name, hazard class and division, hazard
warning labels, packaging and markings per Department of Transportation (DOT).
Provided oversight for the compliant storage and disposal of all asbestos and beryllium contaminated
material at the site and for recyclable material sent to the Centralized Consolidation/Recycling Center
Management Plan (CCRC).

Environmental Permitting Specialist (Promoted to Battelle Lead in the Environmental Group at TOCDF,
2001)
• Participated in the review of documents prepared for several NEPA projects. One project
involved the installation of three additional Pass Filtration Systems (PFS). This proposal was
both federally funded and located on federal land, therefore the NEPA process was required.
An Environmental Assessment and a Draft Finding of No Significant Impact (FONSI) were
submitted for review to the Department of the Army Chemical Materials Agency, we
received a Final FONSI.
Successfully managed the RCRA Training Plan for over 1000 employees at the Tooele Chemical
Disposal System (TOCDF). Developed and submitted all RCRA Permit Modifications necessary to
address changes to personnel or training requirements to the Division of Solid and Hazardous Waste.
Ensured the submittal of these changes was within the regulatory timeframe to prevent a non-
compliance. Worked closely with staff for the main contractor and two sub-contractors to ensure the
accuracy of all records and training requirements.
Conducted a Lean Six Sigma Project to evaluate the on-site communication of time sensitive
information related to the training of new personnel, department transfers, development of new
positions and the training paths associated with these positions. This project focused on eliminating
potential compliance issues related to maintenance of accurate and up-to-date records by using the
Define, Measure, Analyze, Improve and Control framework as guide for process improvement
project.
Primary administrator for the RCRA Contingency Plan. Conducted a complete review and re-write to
remove redundant information and ensure completeness. This resulted in a reduction of 30 to 40
pages. Periodic reviews were conducted to address changes to emergency equipment lists, emergency
coordinator names or information and physical or operational changes to the facility.
Reviewed Engineering Change Proposals and other technical data to prepare environmental permit
applications, modifications, reports and other required documents for submission to state and/or
federal agencies.
Utilize professional understanding of ISO 14001, RCRA, MACT, Title V, NEPA and other federal/
state regulations associated with the incineration of chemical munitions and related hazardous waste.
Review all vendor-related Statements of Work to ensure agreement with all regulatory requirements.
Performed Cost Account Manager (CAM) duties for Environmental Department. Reviewed
actual costs and calculated earned value to budget for the department, coordinated training,
updated the scope of work for the Environmental Department during the yearly renewal
period.
Completed Acquisition training through Defense Acquisition University (DAU). This
course provided an overview of the DOD systems acquisition process, the basics of system
acquisition management and the life cycle of a Defense system from inception to disposal. I
gained knowledge about all phases of the acquisition including, concept exploration,
contracting, development, production, fielding and deployment.
