documents like SOW, work orders, change orders and contract close-out

documents. Worked closely with design team, government appointed engineers,

including the end user to guaranty successful project performance. One of

the mayor goal settings throughout these projects has been to make the

end product long term repair free and maintenance friendly.

Responsible for all levels of project management/quality control/quality

assurance, monitored and assigned surveillance of contract operations on

both military and civilian construction projects ranging in cost from

$350,000 to $8,000,000 many with accelerated fast tract schedules,

including design build, bid build, renovation and new construction. Worked

within the Corps of Engineers Construction Quality Management system to

achieve quality as specified in the contract documents including attending

and participating in Quality Control Mutual Understanding meetings,

performing or initiating USACE the three phase inspection system attending

or performing preparatory, initial, and follow up inspections regularly

conducting, coordinating or observing Quality Control testing, and

documentation QC activities on regular daily QC reports. Utilized QCS/RMS

and other Construction management software to document manage and track

project progress, regularly developed and maintained construction schedules

utilizing Excel, Suretrack, and Primavera (P3) and (P6) scheduling

software, planned and assigned work to Quality Control Personnel and

Construction Superintendent. Communicate openly and effectively with

supervisors, customers, and other contributing agencies to communicate and

address areas of concerns in order to minimize impact to project schedule

and budget.

I have initiated reviewed and developed construction submittals including

Quality Control Plans, Accident Prevention Plans, and Storm Water Pollution

Prevention Plans, as well as numerous FIO and GA construction submittals

produced to manage and schedule work and assured specified quality was

achieved.

I have worked closely with engineers and architects, USACE personnel, DPW,

the Fire Department, other Departments such as DOE and physical security,

as well as end user during design build projects and interpreted plans

specification to customer and contractors, conducted on-site inspections of

multiple construction sites and resolved construction problems; Sound

understanding of construction methods and engineering principals of civil,

structural, mechanical, electrical, communication, fire protection and

hazardous materials abatement on construction projects. Successfully

negotiated government contracts and contract modifications, estimated and

created budgets for construction projects, ensured projects were completed

on schedule and those changes were managed to minimize impact to project

schedules. Worked with Government personnel and customers to develop scopes

of work and initiated changes to effectively manage projects to meet

customer's needs for facility turn over. Conducted pre- final, final and

punch out inspections, documented and tracked construction deficiencies on

a QC/QA deficiency tracking log, monitored identified deficiencies to

assure desired quality was achieved and that all identified deficiencies

were corrected. Monitored and enforced safety requirements including EM 385-

1-1, OSHA and accepted Accident Prevention Plans. I reviewed construction

progress monthly in order to produce regular progress payments, and monthly

schedule updates. Maintained red line As-Built and installed property

lists, developed DD 1354's for government review and participated in USACE

Red Zone meeting process to assure smooth project completion. Quality

Construction sites, observed construction methods, construction operations,

Provided case management services to Low-income families, developed and

implemented appropriate comprehensive individual construction schedules,

instructed in energy efficient building ideas to Home Builders, implemented

green building methods, like, usage of passive and active solar energy,

grey-water recycling, and Straw-bale Buildings. Was responsible for all

purchase of construction materials made, the evaluation of proposals and
