Lead Enterprise Architect – General Dynamics IT Apr 2012– Aug 2013

ONC - Federal Health Architecture Project.

Lead a team of senior architects and modelers to analyze the requirements for and collaborate on the design

of the Federal Health Architecture (FHA), which is an e-Gov. initiative under HHS.

Additional duties include:

• Liaison with federal agencies, private sector organizations, and with relevant governance bodies, to

understand common goals and priorities and existing Health IT initiatives, and to facilitate consensus on

the approach, content, and roadmap for the FHA.

• Lead the team and facilitate the analysis of the interoperability architecture overlaps of the individual

participating agencies, and the capture of interoperability interfaces to those architectures in accordance

leading the architectural decisions on the program. Used IBM’s Rational Software Architect and Websphere

Application Server for deployment.

GSA ETS2 (E-Gov Travel Service) As a Lead Architect Ms. Deo worked on defining the portal and interface

architecture to interact with third party Web Services to implement the functional specifications for a

proposed system.

C-HIEP (CARE Health Information Exchange Project) Ms. Deo worked with the Health Information

Exchange Subject Matter Expert on the interoperability and standards defined for NHIN.

DISA Federated SOA Proposal Ms. Deo performed the role of a senior architect in defining the plan for the

to-be solution architecture for the DoD agencies, best practices related to the SOA architecture and define a

road map for the future federated SOA framework.

DSS (Defense Security Systems -DOD) provided the govt. IT Manager an independent government

cost estimate (IGCE) for a Service Oriented Architecture based system. Work with the Enterprise

Architecture team to define the ‘to be’ Architecture of the agency. Define SOA Architecture that can

be used across the DSS systems. Provide cost benefit analysis of SOA - presentation to the senior

management. Worked on the Statement of Work for SOA with the DSS IT manager.

Technical Lead/IT Architect - Lockheed Martin, Feb 2006 – Sep 2009

WIN-T (War Information Network – Tactical -DoD) Lead the Network Operation software team of 15

developers build SOA based Web Services for the ad-hoc mobile network for the US Army. Perform

numerous project functions including business analysis, strategic planning, project management, architecture

design and development.

Key Contributions:

• Provide technical direction with regards to software architecture and development of SOA based J2EE

Web Services. Conduct Trade Studies on COTS/FOSS (Free Open Source Software) to reduce program

cost for the WIN-T software systems. Used Oracle Database, RedHat’s JBOSS Server to deploy SOAP

based Web Services. Used AXIS2 as the SOAP engine.

• Work with the system team to review and validate requirements and overall system architecture.

• Participated and evaluated the software development life cycle for various releases.
