Attention to Detail: At Boeing, provided in depth analysis of the emerging field of network centric and cyber

warfare, devising large scale distributed demonstrations of basic and advanced concepts to senior DoD

leadership regarding numerous elements of cyber warfare as well as many written documents and

presentations. At FBI provided detailed analysis of IAFIS fingerprint system resulting in nine white papers

detailing technical issues that would have prevented project completion on time or budget with lower than

expected reliability/maintainability. Each paper was on a different aspect of the system, detailed the analysis

methodology, issues exposed, consequences if not remedied, and recommended solutions paths forward.

Ultimately the $640M IAFIS system came in on time, on budget and with better than expected reliability,

operability and maintainability as a direct result of my analysis. Each paper included input from key

stakeholders including the PMO, budgetary aspects, operations groups, and the contractor community. This

pattern of attention to detail has been demonstrated at every assignment in my career.

Customer Service: The mission is everything, all activities must focus on the goals and products required of

a system or process. I provide customer at all levels, from individual help desk functions to COTR of major

systems providing a technical and managerial “bridge” between the government and major contractors, such

as Lockheed Martin, SAIC and PRC, encouraging open lines of communication to avoid project “creep”

while ensuring contracted products and services were provided while also continuously developing

efficiencies.

Oral Communication: I am comfortable in front of an audience and have done many presentations to both

technical and managerial audiences. I have taught K-12 school, lead corporate meetings and provided ad hoc

leadership as needed. I am technically competent and able to communicate orally with technical, budget and

contracting teams and all layers of management both internally and externally.

Problem Solving: The FBI white papers mentioned in Attention to Detail above, are prime examples of

detailed problem discovery, documentation and proposed solutions. Each paper was derived from detailed

understanding of program requirements and metrics, vendor provided solutions and the evolving state of a

very complex, national scale system being integrated into an existing workflow and agency product, and on-

the-ground realities. I am also adept at problem solving on the very small scale such as inside code or

documentation. Problem solving goes well past the technical into sources, methods and procedures with full

documentation at any level. I work from the technical level all the way up through senior leadership.

Minimum Qualifications: All minimum qualifications have been met for this position. I have 6+ years of

experience as a GS-14 supervisory engineer and COTR at the FBI. I have 7 years of experience at Boeing as a

certified senior systems engineer, lab manager, demonstration developer, business development support and

evangelist. Both positions were squarely in the realm of IT systems capability, application systems design,

interface design, database design and management, software test and validation, computer and data center

hardware and software, system life cycle management, overseen organizational software procurement and

license management, wireless telecommunications and circuit provisioning programs to ensuring

delivery of technologically sound, cost effective and timely services. I have a very strong aptitude to

analyze complex systems and workflows, solve problems, and recommend system and workflow

improvements with the full participation of management and all stake holders. I have lead mixed government

and contractor teams and coordinated activities of multiple geographically dispersed teams. I am available for

worldwide travel and hold an official passport.

Additional Qualifications: At the FBI I was the IAFIS site activation team lead, a significant element of the

PMO that planned, coordinated and directed system installation, integration, validation and verification,

change management, and final acceptance testing while working with operations and facility teams to ensure

maximum utility, reliability and maintainability. Also at the FBI I lead the test and validation teams for

various cyber evidence-gathering tools, again a significant role. At Boeing I defined system functionality,

interface and backend database functions for advanced cyber R&D and modeling and simulation systems

including web based distributed processing and local tools and data repositories while establishing high levels
