Responsible for providing proposal and project support for Federal Government cost reimbursable and fixed
price projects mainly under the Department of Defense and the Environmental Protection Agency.
Develop a wide range of subcontracts from the construction of new border patrol stations to repairing military
aircraft hangars and resurfacing military runways.
Initiate projects throughout the United States, Asia, Spain, and other European locations as directed by the
Procurement Director and Senior Executive Managers.
Administer a high workload of various actions, keeping in mind compliance with government rules and
regulations and subsequent eventual audits.
Coordinate subcontract operations with the subcontractor by phone and electronically by initially developing
their company information into our corporate database systems.
Ensure that companies Gilbane Federal will be doing business with are qualified entities, not federally
disbarred and can prove that they are financially sound.
Abide by all Gilbane Federal Terms and Conditions and provide payment and performance bonding and
adequate insurance coverage for each particular project.
Work with the regional Program and Project Managers to assess their particular needs for each project on a
daily or bi-weekly basis to keep the performance schedule on track and ward off potential conflicts and or
administrative issues that could hinder a successful project.

Lawrence Livermore National Laboratory, LLNL, Livermore, CA April 2006-October 2006
Prepared and administered various types of contract types for equipment, materials, supplies, fabrications, and
services for the University of California LLNL Procurement Division.
Collaborated with LLNL colleagues to assess qualified vendors by heading buying teams to ensure successful
procurements for directorates and scientists for LLNL including secret operations.
Contract Specialist:
Conoco Phillips, San Francisco Refinery, Rodeo, CA February 2005-April 2006
Provided contract administration of all service contracts at the Rodeo refinery.
Through contractual actions, ensured the safe and timely maintenance and repair for Conoco’s 24 hour refining
operations which included replacement and repair of various petroleum tanks and associated equipment.
Solicited, evaluated, negotiated and awarded contracts by electronic sealed bidding practices.
Communicated contractual updated status to refinery division heads and corporate divisions in the Texas and
Oklahoma corporate offices.
Spearheaded (along with a 5 person contracts unit) a first time SAP rollout for the refinery.
By sealed bid, awarded Conoco Phillips first modernized Refinery Operations Command Center building at the
Rodeo, CA site.
Break in Service - February 2004-February 2005
Voluntary separation due to DOE Reduction in Force.
Department of Energy closed its Oakland operations and relocated agency to Albuquerque New Mexico. I
separated with 1 year severance pay and thanks for my federal service.
Contract Specialist:
Department Of Energy / National Nuclear Security Administration, Oakland, CA May 2001-January 2004
Responsible for contract administration of Department of Energy, NNSA Contracts including GSA delivery
orders, interagency agreements, purchase orders, support service contracts and various equipment purchases.
These included various university research contracts with Georgia Tech Research Institute, Massachusetts
Institute of Technology as well as interagency space mission development contracts with the Air Force, NASA,
and the US Army.
Contract Administrator:
Environmental Chemical Corporation (ECC), Burlingame, CA August 2000-February 2001
Responsible for co-administration of US Navy unexploded ordnance and environmental projects in Asia,
Alaska, Hawaii, and other US Navy sites in the United States.
Accounted for project data website updates for ECC’s Hawaii/ Navy operations.
Civilian Contract Specialist - Resident Office in Charge of Construction, Engineering Field Activity West, San
Francisco Bay Area:
United States Navy, Alameda, CA December 1988-June 2000
Provided cradle to grave contract duties included soliciting, evaluating, negotiating, awarding and
administering environmental, service, and construction contracts at all then open and now closed Naval bases
in the Bay Area.
Successfully administered a 1 million dollar underground removal project of 27 Jet Fuel Tanks located at the
former Alameda Naval Air Station, on time, and within budget.
Received a Naval Nunn-Perry Commendation Award from the Naval Engineering Command (1999).
