SENTINEL Contract Management System software development, datacenter

Deputy Program Manager (TSA STIP) Sept, 2009 - October 2010

Managed the development and delivery of STIP Release 2.4, a TSA security

solution following technical architectural standards, into production.

Ensured our STIP customer support team was trained on the new

functionality and incorporated it into their application technical

support services to STIP users nation-wide.

Assisted the PM with planning, estimating and executing STIP Releases

and ongoing support services.

Designed and led the build out of the BFS STIP Development and Test

Environments in support of STIP. 10 complete environments each

requiring a suite of 7 web, portal, application, Oracle, Web Logic,

Cognos Reports servers were concurrently created and maintained for STIP

releases in production (patch testing), staging, and development.

Migrated these internal environments to a commercial datacenter

Planned and built out the stand alone TSA TSIF STIP Integration Testing

Lab and updated policies and procedures for use of the facility for

testing networked TSE prior to transitioning from development to

deployment. Monitored and controlled the project and provided TSA of

ongoing reviews of the project's execution through the completion and

close out.

Maintained multiple platforms for the development and testing of STIP

Releases (both major and minor) within the BFS Software Lab and at TSA's

TSIF Integration Testing Facility.

Planned and implemented STIP Help Desk workflow modifications and

application enhancements to align the service to the customer's need and

deliver service excellence.

Coordinated remediation and mitigation activities in production systems

to address DHS and TSA Certification and Accreditation (C&A) reviews of

Used PMI, ITIL , and ISO standards are used in training and mentoring of

BFS task, project and program managers to better align and coordinate

their activities, to continuously improve the quality of services

provided and to leverage best practices in daily operations on

individual Task Orders to ensure each Task team aligned their activities

and focus with OST strategic goals.

Managed the PMO team and their processes for governance and controlling

the contract of 17 concurrent tasks and over 130 staff. Performed

Program Control activities (monthly and quarter program status reporting

to TSA) and monitored resource utilization against Task Order budgets

and schedules and took necessary action, including customer notification

of any deviations, on any issues that arose.

Led a team of senior program managers who managed the acquisition

lifecycle for emerging Passenger Screening Transportation Security

Equipment (TSE). The team followed federal management directives in the

validation of needs (against security threat matrices), analyzing and

presenting the candidate solutions and CONOPS, obtaining the solution

and vetting capabilities and functionality through CM physical audits,

FAT&Es, Quality Audits, and limited rate production to full production.

These TSEs were then handed off to PSP's Deployment team guided by our

Deployment program managers. TSA successfully fielded thousands of TSE

at federalized airports during this tenure.

Deployment Program Manager, TSA/OST Program Management, Dec 2007 - July

2008

Worked in a small team of senior program managers to develop the program

management plan and regional implementation processes, and Site

Implementation Plan used to deploy networked Transportation Screening

Equipment (TSE) at the approximately 460 federalized airports. To

ensure the PMP created would be accepted by all stakeholders, the team

had to coordinate the plan within OST and between TSA departments. This

process has been used to deploy over 3,000 networked TSE and is still in

use by TSA.

Provided program management support to the TSA's Office of Security

Technology (OST) for deploying Passenger and Carry-on baggage screening

technologies to U.S. airports. To deliver the benefits of this program

I had to closely coordinate with all stakeholders involved (Airport

Authorities, OSO, FSD staff, OEMs, the arch/engineering vendor, and TSA

OST departments) to maintain the overall deployment schedule and

minimize disruption to airport operations.

Solutions

Supported the USPTO OCIO with program management support of OCIO-wide

initiatives; including the creation of planning tools and processes used

to prepare Capital Project Investment alternatives and OMB 300

submissions for business systems solutions. The systems chosen for

inclusion to the IT Portfolio aligned with USPTO strategic planning

goals and provided horizontal integration and Patent and Trademark

review workflow capabilities sought. Assisted OCIO leadership in

guiding these systems through the CPIC review and approval processes.

Assisted in developing a project management training program to aid the

OCIO with standardizing Development and Operations and Maintenance

estimating, budgeting, management, and execution. Performed over 20

training and workshop sessions for OCIO managers to facilitate

conformance with OCIO requirements for defining, planning and budgeting

Led a multi-office regional business unit focused on the Mid-Atlantic

providing Microsoft and Macromedia based software development,
