Currently, there is an effort underway to migrate these groups as part of a
sell-over into Edge. In year 0 (2013), the existing groups will be loaded
in order to process their renewals, but both SMART and Edge will be
maintained for these groups in year 0. In 2014, the groups will already be
set up and ready for renewal, going forward.
