Safety Manager/Driver Service Manager
As the Safety Manager (SM) my primary responsibility and duties include but
are not limited to the following: Safeguard the organization from internal
as well as external threats. Supervise the Traffic Accident Investigation
Unit managing approximately 216 annual investigations. Leading and daily
management of approximately 200 drivers; Implemented policy, procedures and
training to reduce accidents/incidents by 40%; Oversee the implementation
and integration of corporate and company safety/security policies and
procedures into operating procedures and measurement systems to effectively
minimize losses and risks related to people, brand and company assets.
Ensure all documentation concerning the safety department is up-to-date;
Allocate tasks to the Safety Department staff and monitor their work,
recruit, retain, develop and train members in safety, ensure the proper
training is given to new recruits and that they are equipped with all the
safety tips to be followed within the organization. Provide corrective
action when necessary.
I concurrently serve as the Driver Service Manager (DSM) my primary duties
and responsibilities include but are not limited to the following: Leading
and daily management of 120 contracted drivers; Manage staff, preparing
work schedules and assigning specific duties; Review financial statements,
sales and activity reports and performance data to measure productivity and
goal achievement to determine areas in need of cost reduction programs;
Establish and implement departmental policies, goals, objectives and
procedures conferring with organization officials and staff members as
necessary; Determine staffing requirements and interview, hire and train
new employees to include oversee those personnel processes. In both
positions I work hard providing a level of unprecedented dedication to my
duties not defined either independently or as a team member.

. Currently responsible for the Infrastructure Protection Plan as it

posing the highest risk of vulnerability to terrorist attack and/or

. Responsible for the Automated Traffic Enforcement Program which
generated approximately $10 million for the City of Cleveland in 2008
and $9 million in 2007.
. Responsible in providing City-wide supervision of the installation and
maintenance of security/surveillance cameras (Motorola Wireless) and
alarm systems. Supervises and reviews the development and
implementation of City security plans and programs, emergency response
procedures and maintaining the standardized City security system
design. Supervise and maintain an organized inventory of City
Security Assets and maintenance scheduling to include Access Control.

Responsible for the daily operation for this department, managing 5 board
members, 8 investigators and 2 support staff. Oversaw a combined budget of
$375,000. Ensured the members of the Police Department (police staff of
1900, 106 institutional guards, and 100 dispatchers) adhere to Federal,
State and City regulations along with the divisions general police orders,
notices and guidelines. Handled civilian oversight for non-criminal and
administrative issues.
. Served as the Executive Director of the Office of Professional
Standards and Civilian Police Review Board. Managed personnel in the
investigation of police brutality and excessive force allegations.
. Reduced the number of active complaints by 20% in 2004 (14% /2003;
14%/2002) and increased office efficiency by implanting comprehensive
case review and prioritization standards,
. Developed and implemented new policies and procedures which effect the
operation of the division of police force and the community.
. Presented completed investigations (approximately 4,000) to the
Civilian Police Review Board through the use of direct cross
examination as well as the presentation of evidence. After
investigations are completed, presented cases to the Police Review
Board for resolution and determination of results.
. Acted as an advocate and liaison for the Police Review Board by way of
cross and direct examination before the Chief of Police and the
Director of Public Safety.
. Hired and trained the staff in the correct handling of cases in
accordance with regulations.
. Implemented a comprehensive training program for investigators and
civilian board members in the areas of the 4th Amendment Search and
Seizure, domestic violence, traffic stops, as well as Use of Deadly
Force procedures.

Division, Chief's Office and the community. Oversee the completion of
non-biased investigations conducted by the Homicide Unit, Internal
Affairs Unit and the Use of Deadly Force investigative units for the
Cleveland Division of Police.

tracks information on complaint histories, investigations and
resolutions. Assesses and reports increases/decreases in situations
involving the community and individuals. Updated internal
investigation software including RMS.
. Increased visibility and strengthened community relations through
speaking engagements at forums informing citizens of the existence of
the office and procedures in which to file a citizen complaint and
police/citizen interaction.

. Developed and supervised a chain of custody program as it related to
the investigations. Ensured the chronological documentation showing
the seizure, custody, control, transfer and disposition of evidence
either electronic or physical evidence was adhered to. This was done
to prohibit/ensure
the later allegations of evidence tampering or misconduct which could
