February 2011 to October 2013. Manage staff and right of professionals
responsible for the delivery of property rights required for the
construction of large infrastructure projects. Knowledge of federal, state
and local laws, regulations related to environmental impacts, eminent
domain procedures. Acquisition of property rights that include full and
partial acquisitions, easements, and rights of entry. Advanced technical
knowledge on property title, appraisal scope and other eminent domain and
legal challenges. Skills include knowledge of pre-acquisition activities,
procurement, budgeting, accounting, change order management, project
scheduling and delivery, team coordination, reporting, and interpreting
engineering construction plans. Clients include:
San Bernardino Associated Governments (SANBAG), Palm Avenue Grade
Separation Project. Responsible for managing the process of acquiring
right of way for a grade separation over the BNSF railroad. Permanent
and temporary acquisitions include significant number of vacant
parcels fully entitled for industrial/commercial developments.
Approximately ten (10) owners impacted including some government-owned
parcels. Caltrans oversight and certification.
Cities of San Bernardino, Loma Linda and SANBAG, Omnitrans sbX E
Street Bus Rapid Transit (BRT) Project. Worked exclusively as the
Omnitrans Right of Way Manager supporting Federal Transit
Administration (FTA) oversight of the acquisition of property rights.
The project involved approximately 152 permanent and temporary takes
and included transit planning, public relations,
architectural/engineering, environmental clearance, preliminary
engineering, and final design. Preparation and revisions to the Real
Estate Management Plan (RAMP). The enhanced rapid transit service to
enhance bus transit from California State University, San Bernardino
to the Loma Linda Medical Center/Veterans Hospital along the E Street,
Hospitality Lane corridor.
Inland Valley Development Agency (IVDA), Cities of San Bernardino and
Redlands, with TYLin, Mountain View Street Extension and Widening
Project. Managed the right of way acquisition of permanent easements
and construction temporary easements to support the demolition and
reconstruction of the vehicular bridge over the Santa Ana River and
Mountain View Street widening to increase traffic circulation and
access to the International San Bernardino Airport development area.
City of Moreno Valley/Parsons, Moreno Beach Interchange Project.
Responsible for the acquisition of real property interests to enhance
freeway ramps for the CA60. Supervision of agents responsible for
acquisition process to include legal support for the acquisition of
real property interests for the CA60. Caltrans certification.
Los Angeles Metropolitan Transit Agency (METRO), Crenshaw/LAX Corridor
Light Rail Project, Westside Subway Extension. Direct reporting to
METRO real estate staff for the relocation and acquisition activities
for full-take parcels to facilitate clearance for the project's rail
maintenance yard facility. Tenants include LAX airport car rental
companies.
County of Riverside, EDA/City of La Quinta/AECOM, Fred Waring Drive
Improvements. Responsible for managing acquisition of primarily
temporary property interests that include significant impacts to
single family residential improvements for a street widening project.
Caltrans certification.
Project Manager, PARAGON PARTNERS LTD, Huntington Beach. December 2006 to
February 2011. Consult public agency clients on right-of-way, real estate
and land use activities. Responsible for supervising right of way
professionals to implement objectives on transportation/infrastructure
projects.
Alameda Corridor-East Construction Authority, various rail grade
separation projects, San Gabriel Valley. Right of Way Engineering -
Serve as intermediary between the engineering designer, survey
engineers and real estate staff to identify property takes for the
preparation of plat maps and legal descriptions; property title and
ownership research. Appraisal - Assignment of subconsultant appraisers
to prepare appraisals and estimates for valuation of various types of
takes including partial and full takes including various types of
easements; fixtures and equipment appraisals and goodwill analysis
included. Develop appropriate scope of work for appraisal assignments
and manage the appraisal review process. Acquisition/Relocation -
Participate in pre-acquisition activities regarding CEQA, NEPA
submission. Review environmental studies conducted on various types of
properties/land uses. Assign and manage right of way agents to
conduct negotiations for acquisition or disposition transactions,
consult with legal counsel on contractual issues that arise in
negotiations. Coordinate construction-related requirements with
agency project manager. Prepare documents for condemnation
proceedings. Manage the Caltrans Certification process for project
approval. Manage relocation consultants responsible for identifying
displacees and administering General Information Notices; Notices of
Eligibility. Manage and approve of relocation claims for all
residential, commercial and industrial displacees. Property
Management - As a public agency landlord of improved properties, enter
into lease agreements with residential and commercial tenants, receipt
of rents/deposits, full service property management functions.
Analyst III, COMMUNITY DEVELOPMENT COMMISSION, COUNTY OF LOS ANGELES.
October 2000 to December 2006. Senior Analyst/Project Manager for the
Executive Office of Divisions of the Housing Authority, Redevelopment,
Community Development Block Grant, Construction Management, and Housing
Development.
Acquisition/Disposition Activities: Lead staff on disposition of federally
owned (HUD) public housing units for the development of a Los Angeles
Unified School District (LAUSD) primary school in the East Los Angeles
area. Monitored activities by LAUSD relocation consultant for our public
housing tenants. Lead negotiator with LAUSD for their proposed acquisition
of agency administrative office building for development of an adult school
in East Los Angeles area. Researched applicable commercial relocation law
provisions under the Uniform Act. Negotiator with developers for
acquisition and/or build-to-suit for new headquarters building.
Development Activities: Monitor and negotiate leases for agency-occupied
properties totaling 100,000 sq ft of office, fleet, and warehouse space for
approximately 700 employees. Monitor construction activities of tenant
improvements required under modified lease terms with facility, maintenance
staff and procured general contractor. Project lead for an office
relocation to a renovated 34,000 sq ft office building for 200 staff;
consolidation office plan included other smaller relocations; budget
estimating and monitoring; scheduling; project execution. Facilitate agency
interface with city planners and managers on building, zoning,
transportation and public works on proposed office relocations.
Construction manager of a computer lab located in a public housing
development. Author of MOU agreement with non-profit entity for operation
of facility. Project manager for childcare facility development with non-
profit developer; includes preparing land for construction; soliciting
community input on use and design; interfacing with architect on design;
conditional use permit process required for zoning; author of Disposition
and Development Agreement (DDA). CPTED certified (Crime Prevention Through
Environmental Design); goal to enhance security elements in the design of
housing and commercial developments.
Environmental Activities: Familiar with lead and asbestos abatement
processes for housing and commercial developments. Consulted with
environmental consulting firms on studies conducted on all land development
projects with applicable CEQA and NEPA requirements and outcomes. Worked
with environmental consultants on soil remediation activities required for
construction developments.
Administration: Development of Request-for-Proposals (RFP's) for various
consulting services, i.e. Library consultant to conduct a community needs
assessment for rehabilitation of existing public library in City of Pico
Rivera. Project management skills include procurement, budgeting,
accounting, scheduling, team coordination, reporting, and interpreting
architectural construction plans. GIS (Geographical Information Systems)
and Data Systems committee member.
