As Director of Safety & Security with Atlas Oil, I am
responsible for the overall safety (loss run) performance of
the fleet, regulatory compliance (FMCSR, HMR, CSA, NFPA, and
OSHA), security related issues and concerns related a
hazardous materials transporter, as well as oversight of the
organization's risk management program and loss control
efforts in the areas of worker's compensation case file
management and catastrophic accident mitigation. Through a
behavior-based safety (BBS) approach, I have reduced YOY
workers compensation claims incurred costs by 96% ($185,220
vs. $8,228) and auto liability claims by 79% ($125,022 vs.
$25,896). I have created a sustainable and behavior-based
safety and compliance training infrastructure that is
creating a best in class and most educated driver fleet in
our market niche. In addition, within one month of starting
at Atlas Oil, I completely re-wrote the company's overall
safety policy. The new policy incorporates behavior-based
safety principles, has zero negative
reinforcement/consequences (does not include any form of
progressive discipline), and is helping the organization
achieve record fleet performance in both employee injury and
vehicle accident rates, in addition to very positive trending
in the company's CSA profile. Finally, through my innovative
and cutting edge safety programs and initiatives, within my
first 12 months with the company, Atlas Oil was chosen as a
finalist for the Michigan Trucking Association's 2012 Fleet
Safety Award & Carrier of the Year.
As Sr. Manager of Safety Training with Con-way Freight, I was
responsible for the company's overall safety and compliance
training program and the development and delivery of all
safety and regulatory compliance (OSHA, HMR, FMCSR) training
for a 10,000 regulated employee LTL carrier. Over a period
of 24 months, I developed a safety training library of over
150 customized and interactive safety training modules. I
was instrumental in the development of a new and behavior-
based safety policy in December of 2010. As a result, the
company has realized a YOY 33% reduction in workplace
injuries and a 20% reduction in vehicle crash frequency in
2011. I oversaw the development of the company's driver
training infrastructure, including the selection,
development, and management of over 630 specially trained
Driver Trainers. I also developed and implemented
comprehensive 12-week and 4-week accelerated driver school
programs. Currently, the company has over 84 driver school
locations throughout its system of Service
Bradley T. Penneau, pg. 2
Centers. In addition, I developed and implanted a passive
training solution for all 292 Service Center locations. I am
considered expert in CSA requirements and methodology,
regulatory compliance, and BBS program development and
implementation. Finally, I received Con-way Freight's Safety
Professional of the Year award for 2010 and the company's
Quarterly Leader Award for the second quarter of 2011.
As Vice President of Safety with PGT, my responsibilities
included the management of the organization's Safety, Risk,
Driver Recruiting, Compliance, and Training Departments of a
1,000+ driver/990 power unit flatbed carrier. I managed a
staff of 28 team members and had full departmental P&L
responsibilities. While at PGT, I successfully managed the
company through two FMCSA Compliance Reviews, resulting in no
enforcement actions or monetary penalties.
As National Director of Safety for Mail Contractors of
America, I was accountable for corporate regulatory
compliance results, overall safety performance, risk
management, and departmental P&L performance of a 1,750+
driver/1,400 power unit fleet.
As the Senior Safety Consultant with J.J. Keller, my
responsibilities included 1) the development of safety, risk
management, accident and injury prevention, and DOT/OSHA
regulatory compliance programs and solutions for new and
existing motor carrier clients, 2) providing safety,
compliance, and employee development and safety training to
all levels of company personnel in the form of public
seminars or customized on-site safety and loss prevention
program development, and 3) conducting operational safety and
