I believe my life and professional experience would qualify me to be a Navigator

in the Affordable Health Care. Having been self-employed most my life, I have

developed the ability meet people and have excellent oral skills. I was a self-

employed Commercial Real Estate Appraiser. To get work I made “cold” calls to

the major banks and financial institutions in San Antonio, Houston and Dallas to

obtain real estate projects to appraise. By presenting myself to management, I

usually received appraisal projects. I developed these attributes, in part, as an actor

in most of the theaters of Houston over the past twenty years. I went to auditions

and usually was selected for a part in a play. I am a progressive, philosophically

and politically, and a supporter of the Affordable Care Health program.

Commercial Appraising is a very technical job. It requires an ability to write

research papers, do critical and analytical thinking. I also was the founder of the

Bexar Area Harm Reduction Coalition, and got the necessary inancing for its

activities by writing and obtaining $100,000 in grants for this group. I am also a

lay chaplain at St. Mark’s Episcopal Church having had a six month orientation for

the position. I have great empathy for people.

As an experienced commercial real estate appraiser, practicing in Texas, Louisiana,

Kansas and California, I have been self-employed, a self-promoter, entrepreneurial

spirit, and strong background in various commercial projects, and land analysis,

valuation and the real estate market in general. The aggregate demand analysis

considers various factors leading to a complete understanding of market conditions

and needs of my clients. This technique provides a thoughtful and thorough

analysis to make site selections and analysis on distance to market served,

proximity of labor force and economic development incentives, create lease versus

purchase analysis (using differential cash flow technique, quantitative analyses.

Evaluate leasehold structuring (such as sale/leasebacks, build-to-suit leases,

operating versus capital leases) and negotiate in keeping with company and

operation team objectives. Negotiate all real property contracts, co-manages design

and construction of site plan/layout and office and industrial space with

Construction Department. Forecast of operating and capital budgets for purpose of

expansion and contraction as an appraiser and in sales based on aggregate demand

analysis.

I respectfully submit my resume detailing various types of real estate projects in

which I have participated. I have particular interest in land development projects

involving land acquisition and mineral rights, and leasing. I have appraised large

tracts of rural properties and I certainly know my way around county deed records.

I believe that this experience would be useful to your organization. I have

extensive knowledge of the real estate market in Bexar County and generally in

other areas in Texas. I am a self-promoter, and have dealt with bank officials,

mortgage brokers, real estate developers and property owners. I also have an array

county tax appraisals. Held hearings, reviewed county appraisals heard testimony

from both county appraisers and property owners, made independent determination

of property value(s) for the record.

Appraisal Work Description: Prepared narrative valuations of the property,

including estimates of land, market, and income value. Methodologies required are

the gathering of comparable land, and market sales, annual income and expense

data, variable occupancy rates, capitalization rates from the market sources or

obtaining lending rates from actual lenders, depreciation rates, discounted cash

flow analysis, risk analysis, variable income change analysis, forecasting net

income. Other techniques are aggregate demand analysis or demand projections,

comparable sales of vacant land, cost analysis, sales of comparable improved

properties, gathered timely comparable market and income data and determining

the degree of comparability to the subject and income capitalization analysis.
