Stood-up and managed the Project Management Office (PMO) at The U.S. Securities and Exchange Commission
(SEC) Office of Information Technology (OIT). Manage project portfolio. Initiate, plan, execute, monitor/control, and

• Lead the cross-functional teams in the execution of the $1.8M Business Process Reengineering project for the Office of
The Secretary (OS); and the $2.2M project for Trading and Marketing (T&M) in the Software Development of the
Electronic Forms Filing Systems (EFFS) and Self-Regulatory Organization Rule Tracking Systems (SRTS) in
compliance with the US Congressional mandates, in accordance with the Dodd-Frank Financial Reform Act.
Prior Programs
n Managed the $20M project in the relocation of NATO-US Joint Forces Headquarters and all Command and Control IT,
Telecommunication services and support systems to a newly built Headquarters-facility in Lago Patria, Italy. Identified
and instated structured risk management; developed schedules and dashboards/reporting; transformed project from
‘Red’ status to ‘Green’ within 4-months and met deployment deadline despite ‘sequestered’ budget, by decoupling
workstreams and dependencies.
n Managed the development and deployment of a $3.5M, 3-pan-European/SWA Communities/Clouds of Interest (COIs)
project, utilizing Citrix/Netscaler solutions; established structure, developed plans, schedules and dashboards utilizing
systems design and project management lifecycles best practices; transformed projects from “red” to “green” and

• Conducted integrated management functions of the SWA DISN Bandwidth Management (BWM) and managed the
Service Level Agreements with AT&T, MCI & BATELCO for the Defense Switching Network (DSN), including
bandwidth allocation, TACLANE and other encryption devices.
