Serve as a senior leader for a national program with a budget high of $25M. Extensive
involvement in strategic planning, organizing, coordinating, controlling, reviewing and
implementing policies and standard operating procedures and workflows. Routinely perform
analyses and tasks for and provide recommendations to Program Director. Have program-wide
influence, authority and responsibility for developing, documenting and implementing common
business practices aimed at maximizing efficiency through innovation and establishing
conformance with bureau goals and objectives; ensure consistency in financial management and
budget development/execution (including initiatives) with a direct and substantial impact on the
program staff and outcomes; develop program input to agency budget submissions; and
performance accountability planning and reporting.
Hold the Project Management Professional (PMP) certification and lead the program's
investment, portfolio and risk management work for the Capital Planning and Investment Control
process. Formulate, present and submit business justification including alternatives analysis,
acquisition strategy, risk assessment and management, operational analyses, and tracking and
reporting on earned value.
During the period of October 2010 to October 2011, served as Program Operations Director,
supervising a small staff engaged in re-branding, development of common business practices, and
assisting staff in adapting to reassignments.
Led development of a work breakdown structure (WBS) to facilitate full-cost accounting, and
defined and assigned activity-based costing codes for program work. Evaluated program
performance; led internal controls testing and analyzed results; and led and formulated responses
to data calls from bureau, cabinet-level executive staff, OMB and others.
Exceptional oral and written communication skills and significant experience in preparing and
delivering high level briefings to diverse audiences, often coaching others.

Position performed concurrently with following position. Led in developing, advocating, and
integrating a robust national program. Responsibilities included program planning and

National Manager, National Biological Information Infrastructure July 2002 to October 2010
Planned, designed, oversaw, implemented, and evaluated activities targeted toward short and
long-range strategic goals and directions of the program. Served as the overall project manager
for this major capital investment to build a Web-based nationwide point of access for
scientifically credible data and information related to natural resources. Using an entrepreneurial
approach, grew the NBII into a 200-partner federation. Planned and executed overall
communication strategy.
Program Development Manager, Biological Informatics Program October 1996 to July 2002
Served as the primary communication strategist and coordinator for the national information
program of the Biological Resources discipline of the USGS. Developed the overall
communication plan for the NBII (see description above) and implemented and coordinated a
comprehensive communication strategy designed to inform key organizations and individuals
about the benefits of further advancement of the NBII.
