I am involved in all financial areas of the firm from accounting, banking
relationships, acquisitions, and installation of various computer systems.
Key accomplishments include:
In 2008, converted from Deltek Vision to Deltek GCS Premier; including
Deltek Time and Expense.
In 2008, implemented IBM Cognos budgeting system
Currently implementing Deltek Budgeting and Planning to upgrade from IBM
Cognos
Was involved in due diligence in the acquisition of a company doing similar
work in the San Diego area
Negotiated and closed a financing arrangement with Bank of America with no
personal guarantees required of the owners
Totally revamped the financial systems with new software, new procedures,
and new reporting systems, with a heavy emphasis on budgeting

1988-2008
Vice President Finance - Altech Services Inc. January 1993 to March 2008;
Mesa, AZ
Started this small Government contracting service in 1993 with partner and
have successfully engineered its growth to where it was doing business in
11 states and had annual revenue of $20 million in revenue. Directed all
accounting, personnel, pricing and contracting operations. The company has
recently been awarded several new contracts and was acquired by another
firm. On February 15, 2008; I sold my shares to my partner. Altech
Services was created upon the purchase of the service company from
Technology Applications and Service Company.
Key accomplishments include:
Developed business plan and negotiated banking relationship for this start
up company
Organized and developed policies and procedures, employee manuals, and the
entire administrative infrastructure
Introduced new accounting software to firm on two separate occasions, the
company was using Microsoft Great Plains prior to acquisition
Negotiated new contracts and contract changes with customers
Successfully underwent numerous DCAA audits including pre-award, computer
system, time cards, financial responsibility, and incurred cost
Approved all pricing efforts and was responsible for preparation of all
large price proposals
Met challenge of insuring adequate cash flow for undercapitalized and
rapidly growing small business
Technology Applications and Service Company - Gaithersburg, MD
President - Service Division
Managed the Services Division of this spin off from Norden Services
(United Technologies). Responsible for all activities of this government
contracting firm including marketing, contracts, operations, and finance.
The Services Division had sales of approximately $8 million. Due to
significant financial problems within the Manufacturing division, I was
able to generate a buy out of the Services Division which was the origin
of Altech Services
Key accomplishments include:
Transformed division from subsidiary of huge conglomerate to independent,
self-sufficient start up business
Increased revenues on average 8% per annum and increased profitability by
15% per annum
Continued emphasis on program financial control, estimate of profit
margins, earned value analysis, and monthly reports to corporate management
on a program by program basis
Instituted accurate monthly revenue forecasts which were vital in
predicting cash flow for this start up business

activities of this $2 billion shipbuilder. Company built nuclear
submarines and nuclear aircraft carriers for the U.S. Navy. Directed
activities of 14 auditors in the conduct of operational and financial
audits. Coordinated activities with DCAA branch located within the
company.
Senior Auditor Tenneco Inc, Houston, TX Conducted audits for Tenneco
Inc. on headquarters operations as well as divisions such as Newport News
Shipbuilding, Walker Mufflers, Monroe Shocks, Tenneco Chemicals, J.I. Case
(Germany, Spain, UK, and Netherlands), Tenneco Oil, and Tenneco Packaging.
