I-5 Widening from Hwy 118 to Hwy 170 . 2012-2013
Mr. Khalil is the assistant resident engineer for the widening of the I-5
to add a carpool lane.
The improvements include pavement placement including base & sub-base,
Lean concrete base, MBGG, median Barriers, utilities relocation, Slabs
replacement, Spalls repair, joint seal, AC dike, Hot Mix Asphalt, Roadway
excavation, Ramp termini. Mr Khalil performs construction inspection of
highway, storm drain improvements to add a carpool lane to the I-5 to
ensure compliance to Caltrans plans, special provisions and specification.
Project cost is $110 million.
Principal Inspector/Assistant Resident Engineer on various Caltrans
District 7 Ventura and Los Angeles Counties CA . 2006-2011
Job duties:
Mr. Rached was the Principal Inspector and Assistant Resident Engineer for
several multi-million dollar Caltrans District 7 projects .
Responsibilities included; construction inspection of field work for
highway construction per Caltrans Standards. Specifications and special
provisions and Standard Plan, tracking daily and change orders, material
verification in accordance with Caltrans Construction Manual. Route-23
widening, grinding and paving, Cold plan, Excavation, in Thousands Oaks,
Route-33 Overlay with rubberized Hot Mix Asphalt in Ojai, Route- 126
Slurry Seal overlay in Fillmore, US-101 Slab replacement, Spalls Repair,
Joint Seal, Ramp Termini, Concrete Curbs and Gutter and side walks, profile
Grinding, Delineators and Striping in Thousand Oaks and Ventura, US-101
median barrier replacement, Hot Mix Asphalt overlay in Calabasas, US-118
install MBGR and AC dike in Simi Valley. Repair of drainage system, Slope
repair in US-101. Modify traffic signal at Route-1 in Camarillo. Worked
long hours on a 55 hours emergency contract west 118 city of Moorpark.
Traffic control, public safety, SWPPP inspection, BMP inspection, Erosion
control and Highway planting, landscape items. Enforcing and maintained
contract compliance, reviewed submittal of shop drawings, contract change
orders, as-built preparations, process extra work bills, prepares final
punch list work and perform quantities
for progress pay items. Prepares construction materials for testing.
Inspects work performed by crews or contractors during construction for
storm sewers, utility trench excavation, sidewalks and other special
projects. Inspects soil erosion control measures performed by contractors
during construction of residential in public right-of-way, and coordinates
with storm water Utility Soil erosion specialist. Ensure safety and
maintained project records of all the materials and equipments received at
the construction site and prepare daily field work during construction
operation.
California High Speed Rail Project, STV Inc. 2009-2010 ( Part time )
Mr. Rached was part of the design team for the California High Speed Rail
project from Los Angeles Union Station to Orange county segment. The
project design cost was $5 million. Mr Rached responsibility included
existing utilities and right of way search, plotting survey information and
profiles of existing topography. Mr. Rached attended regular team meetings
to coordinate the progress of his work with the other members of the team.
Huntington Partners, Gas Station operation/Inspector-Los Angeles County, CA
1998-2005
Mr Rached was the Operations Manager/Inspector for ten gas stations in Los
Angeles County, Khalil performed evaluation of the daily operations of each
station to maximize profits. He made recommendations to station owners for
improvements. He also performed construction inspection for gas station
construction projects and maintenance projects.

1) Water Pollution Control for Caltrans Construction Personnel;

Rached Construction Company - Homebuilder 1995-1998
Worked on home remodeling, room additions, and landscaping in Lebanon. Mr.
Rached coordinated with subcontractors, vendors, and city engineers. He
obtained permits from cities or counties and worked with city and county
engineers on resolving permit issues.
City of Beirut Various Projects - Construction Inspector 1983-1995
Worked as a construction inspector on minor to major government-building
contracts and minor public works in the city of Beirut, Lebanon. Mr.
Rached performed inspection of the builder or contractor's construction
activity to achieve compliance with contract plans and City code. He
documented all daily activities of the completed work. Mr. Rached reviewed
and commented on traffic detour plan approval and compliance. He enforced
government safety regulations on public work contracts. Mr. Rached also
performed welding inspection of steel frame buildings to ensure compliance
with government code.
