Support the U.S. Department of State’s (DoS) Bureau of Near East Asia-South Central Asian Affairs, Office of the Executive Director

(NEA-SCA/EX) in planning the transition of U.S Forces-Afghanistan, and International Security Assistance Forces (ISAF)

responsibilities from the Department of Defense (DoD) to establish DoS Diplomatic presence to support creating Rule of Law (RoL) for

the Government of the Islamic Republic of Afghanistan (GIRoA).

• Provided program guidance and direction in support of the Afghanistan Transition Program. Directed a team of Project and

U.S. Department of (DoS) – Bureau of International Narcotics and Law Enforcement (INL)

Project Manager & Sr. Advisor to the CIO of the Iraq Ministry of Interior

Senior IT Communications Advisor working on behalf of the Bureau of International Narcotics and Law Enforcement (INL) serving

Iraq’s Ministry of Interior (MoI) consisting of 700,000 employees nationwide. Responsible for the IT and Communications strategic

planning and associated long term capacity building of the MoI by advising on IT matters such as; operations, strategy, policy and

analysis. Specific focus included project/program management activities to aid in the planning, development, implementation,

monitoring and controlling of $50 million including Enterprise Resource Planning (ERP) deployments, development on IT policies,

training support, IT security, network infrastructure upgrades, equipment installation and assisting in the development of government

information systems supported by the United States Forces-Iraq (USF-I) under the Iraq Training & Advisory Mission (ITAM) program.

• Advised the MoI’s Chief Information Officer (CIO) and senior level Iraq government officials on policy development, IT staff

training, IT budget estimating and analysis, staff organization, work force development and information assurance (IA) awareness.

Briefed weekly and monthly progress assessments directly to ITAM and INL Sr. Leadership (Senior Executive Service (SES) II,

Military (05-06) INL (GS-15) Levels and interagency officials and made recommendations for solutions to issues that surfaced.

• Managed the consolidation of fragmented MoI command and control (C2) networks into one enterprise with an integrated

domain, data center, email, virus protection and internet access to support MoI’s employees across Iraq.

• Developed a three year IT and communications development plan that encompassed the overall vision for technology and

software applications to support the advancement of IT related services provided by the MoI during the first six months of a 13

month unaccompanied tour in Iraq.

• Provided program management oversight for eight Oracle 11i consultants to implement an $8 million automated financial

payroll pilot (eMinistry) for the MoI, which encompassed 2000 out of 700,000 employee records using ECM technologies for

content management to provide an electronic database to monitor and control human resources, payroll, logistics, finance, case

management, and other related administrative information.

Sr. Project Analyst/Project Manager

Bureau Project Manager for a highly visible, multimillion DoS IT Consolidation program to successfully align a decentralized enterprise

support model for IT service desks including 37,000 unclassified and classified desktop computers, IT security, enterprise network

infrastructures, mobile computing devices, file storage, exchange messaging, and user profile support services to a centralized support

model under the IT Infrastructure Library (ITIL) frame work which will save the Bureau of Information Resource Management (IRM)

$45 million in IT Services by 2012.

• Successfully managed and completed 14 Bureau IT consolidations by applying Project Management skills in initiating, planning,

executing, monitoring, controlling, and closing for the following bureaus; Diplomatic Security Office of Foreign Missions

(DS/OFM), Economic, Energy, and Business affairs (EEB), International Narcotics and Law Enforcement Affairs (INL) and its

Office of Aviation (INL/A), Beltsville Information Resource Center (BIMC), South and Central Affairs (SCA), Near Eastern Affairs

(NEA), Overseas Building Operations (OBO), Verification, Compliance, and Implementation (VCI), Political Military Affairs (PM),

and International Security and Nonproliferation (ISN) and currently executing IT Consolidation projects for Florida Regional Center

(FRC), Foreign Service Institute (FSI), and the Bureau of Information Resource Management (IRM).

• Responsible for developing and managing project plans, milestones, timelines, scope definition, and risk identification for all four

phases of the IT Consolidation Life Cycle: Discovery, Agreement, Transition, and Consolidation which led to a 40% reduction of

project timelines and risk factors and led Technical Working Group meetings, composed of multi-disciplinary technical and mid-

level members involved with providing enterprise IT services which helped open the lines of communication across various

functional groups.

• Wrote and produced deliverables for the Bureaus and IRM senior management including Bureau Consolidation plans and schedules,

Discovery and Gap Analysis reports, and Agreement documents to help negotiate the transfer of assets, human capital, and various

resources to the bureau of Information Resource management (IRM) and developed process flow charts for the operational divisions

to re-align processes which helped increase IT operational efficiency by 26%.

United States Navy- Navy Marine Corp Intranet (NMCI) Program Management Office (PMO) Echelon II Level

Sr. Project Analyst/Project Manager

Provided subject matter expertise on the NMCI transition process and developed transition plans for naval commands to transition to

the NMCI technical environment; most recent was the Office of Naval Research (ONR) and its five sub commands which totaled a 1000

seat deployment to the NMCI network and provided Technical Subject Matter Expertise for a Total Cost of Ownership (TCO) study

comprised of 21,000 seats and all supporting technical infrastructure across naval and joint CONUS/OCONUS bases which enabled the

U.S. Department of Navy to make strategic decisions about outsourcing IT financial and business needs.

• Assisted multiple naval commands in completing the final identification of software used to build NMCI seat profiles and conducted

quality assurance (QA) checks and other business processes to reduce the total application count for each command before software

testing could occur. For example, reduced ONR’s total application count from 2600 to 114 which saved ONR $200,000 on software

licensing fees.

• Liaison between EDS personnel & command Legacy Applications points of contact for each command in order to prepare for

Legacy Applications Deployment Readiness Activity (LADRA) testing and coordinated personnel to conduct testing in the Pop In A

Box (PIAB) testing environment.

• Provided technical solutions for a TCO at the Bureau of Naval Medicine (BUMED) and identified how the command could maintain

their current legacy network and support the new NMCI infrastructure concurrently and reduce costs by $7M-$12M per year.

Program Manager- Joint Command, Control, Communications and Computers (JC4) Thrust under the Intelligence to Organization (I2O)

Campaign

• Successfully managed, tracked, and oversaw the financial activities of several projects worth $3.3 Million under the JC4

Thrust which totaled $5.3 Million under the Booz Allen Naval Defense team.

BCA Filter Migration Team Member

• Developed policies to support Naval enterprise-wide IT Portfolio Management and briefed senior level SECNAV/OPNAV leadership

as well as Navy and Marine Corps staffs and provided training and support services on the BCA Filter/Migration

Planning/Acquisition Process for the Navy inside and outside the National Capital Region such as Pearl Harbor, HI, San Diego, CA,

Millington, TN and Jacksonville, FL which allowed commands to establish a consistent and standardized process for planning

migrations of systems and software.

• Conducted migration planning, prioritizing, and identifying the total Return on Investment (ROI) of reducing legacy software into

specific taxonomy groups and sub groups based on the scoring results of Business Case Analysis (BCA) Questionnaires and

Application Functionality Matrixes (AFM’s) which helped Functional Area Mangers (FAM’s), Contract Technical Representatives

(CTR’s), Echelon II CIO’s, subject matter experts, and various government contacts reduce the Navy’s current IT application

portfolio under each mission group.
