Professional Experience
. Over 30 years' experience working with city and county governmental
entities in developing, implementing, administering and managing
programs that included affordable housing programs, Community
Development Block Grant programs (CDBG), and other federal/state grant
activities, redevelopment and economic development. Worked with
various agencies and non-profit organizations to develop and implement
housing or grant programs that included: senior programs, programs for
"at-risk" youth, housing activities, etc. CDBG budgets, Home Funds
budgets, and Emergency Shelter Grant budgets.
. Served as staff liaison to citizen groups, Commission and Committees
as well as neighborhood organizations.

. Inland Fair Housing and Mediation Board, Rancho Cucamonga, CA
August 2012 - July 2013: Hired on a contract basis to teach adult
financial classes. Continued to work with non-profit organizations and
their clients. In addition, taught a Fair Housing class, titled "Equal
Access and Choice in Housing." This class included such topics: 1)
Introduction to Fair Housing; 2) Understanding Discrimination; 3)
Equal Access for Individuals Living with Disabilities; 4) Fair Housing
Planning for Municipalities and 5) Avoiding Pitfalls to Fair Housing.
Upon completion, each participant was awarded a Certificate.
Volunteer
. Inland Fair Housing and Mediation Board, Rancho Cucamonga, CA
February 2012 - July 2012: As a volunteer I developed an Adult
Literacy Program, using the Freddie Mac model. Developed relationships
with several non-profit organizations based in San Bernardino County
including San Bernardino County's Housing Authority. Adult Literacy
classes consisted of 12 modules that included the following subjects:
1) How to Manage Your Money; 2) How to Improve Your Credit; 3) How to
Understand Credit Scoring; 4) How to Become a Homeowner, just to name
a few. Upon completion of each module, each participant was awarded a
certificate.
Grant Writer
. Neighborhood Housing Services of the Inland Empire, Inc., San
Bernardino, CA
February 2008 - October 2010:
Developed and wrote grant proposals for submission to:
o City of San Bernardino Beautification Grant program.
o City of San Bernardino Rehab Loan program.
o City of San Bernardino Mobile Home Grant Program.
o City of Banning Exterior Rehabilitation Assistance Program.
o City of Rancho Cucamonga Redevelopment Department
o Housing and Urban Development (HUD)
o Private Foundations
o Major Financial Institutions that included: Bank of America,
Wells Fargo, Union Bank, Chase Bank, etc.
Developed and wrote organization's yearly Operating Underwriting (OU)
Plan for submission to NeighborWorks America and HUD. Monitored all
grants for compliance. Prepared and submitted year- end report to
funders and governmental agencies.
Assistant Project Manager
. City of San Bernardino Redevelopment Agency, San Bernardino, CA
November 1999 - December 2007: Under supervision and direction of
Division Directors assisted in the planning, developing, organizing
and managing of redevelopment, economic development, housing,
Community Development Block Grant and/or other federal/state grant
programs, projects and activities either City wide or within
redevelopment project areas as required; assisted with financial
analysis, liaison with the diversified communities, non-profit
organizations, developers, business operators and City staff.
. Served as the City's administrator for First Time Homebuyer
program. Provided training to lending institutions that included
loan officers, underwriters and mangers participating in City's
Down Payment Assistance Program; developed program manual that
included policies and procedures, program forms, approved all down
payment assistance loans. Monitored City Agreement with local non-
profit that administered Home Buyer Educational Class and Financial
Literacy class.
. Administered the City's Community Development Program (CDBG);
Emergency Shelter Grant Program (ESG); and federal HOME Program.
Solicited Request for Proposals (RFP's) to non-profit organizations
and various agencies interested in submitting a proposal for CDBG
funding. Provided workshops on CDBG and ESG guidelines and
regulations, reviewed and approved eligible proposals, conducted
Public Hearings for community input. Prepared City's Five (5) Year
and Annual One (1) year Action Plan for submittal to HUD, prepared
staff reports to City Council, conducted on-site audit of funded
organizations for compliance.
. Staff liaison to City's Mobile Home Board. Provided mobile home
park owners information relative to City's Mobile Home Ordinance.
Scheduled Hearing for park owners and tenants, prepared agendas and
packets for Board Members, approved rent increases utilizing
Consumer Price Index (CPI).
Housing Administrator
. City of Redlands Redevelopment Department
July 1990 - November 1999: Served as City of Redlands Housing
Administrator. Responsible for the development, implementation and
administration of Housing programs that included First Time Homebuyer
Program, Owner-Occupied Beautification Program, Developer Assistance
Program and Multi-Unit Rehabilitation Program funded with
Redevelopment Set-Aside funds and HUD funded programs that included
Community Development Block Grant programs.
CDBG projects/programs negotiated agreements with developers and
architects relative to construction. Projects included: Construction
of a Senior Citizen Center, installation of sidewalks, curbs and
gutters, and programs with non-profit organizations funded with CDBG
funds.
