I’m an expert problem solver. Give me a client with a need for a new presence on the web, a new piece of
software to streamline business or just a difficulty navigating this changing technology eco system, and I’ll come
up with a solution that makes sense technically, financially and logically.
I have over 15 years experience in software development and 12 years experience in project management,
database management, network design and implementation, and web application development.
In my last full time position, I served as the Vice President of IT and Product Development for Base Technologies
LLC, a CA Technologies company. He is also responsible for BaseTech’s work with the Virginia DMV,
development of our BaseCommute Premium products, and has served as PM on two network management
contracts at the Defense Information Systems Agency (DISA). These contracts provided modeling and data
analysis to the Defense Information Systems Network (DISN) program, Oracle database support, generating ad-
hoc reports, and hardware and software installations.
I managed all BaseTech reseller programs, and hardware/software vendor relationships.
I was responsible for sales, account management and implementation to public sector clients nationwide. He
successfully met revenue targets and grew the Transportation Demand Management (TDM) product and service
offering from 1 client to 8 with revenue greater than 2 million dollars.
I’m an expert in Software design and architecture. I implemented BaseTech’s open source shared development
methodology, which offers our customers more return on investment for their software. This methodology allows
BaseTech to develop software in an open platform that can be deployed to any of our customers with no
interruption in service or software changes. I established BaseTech’s open development platform, which includes
JBOSS and Postgres and is responsible for configuration of all server environments. My passion is in open
development and innovative solutions to common business issues.

Vice President Product Development – BaseTech TDM Software Projects
As VP of Product Development, Mr. Holway serves as the management liaison between TDM clients and the
BaseTech team. I was responsible for generating revenue and meeting specific quarterly revenue and booking
targets. I have extensive experience designing and selling solutions to the public and private sector.

Software Project – Phase I
In his role as MWCOG liaison, he provides full management oversight of a 4 member software
development team, including subcontractors.
Managed all contract related issues, including invoicing and procurement.

Responsible for reworking the original 1 year development time line to define an 8 month

development schedule to meet the required deadline.
Responsible for staffing, subcontractor management, and all personnel related issues.

Vice President – Systems Engineering Group
Corporate Officer responsible for directing day-to-day operational activities for the corporate information

technology infrastructure; manages the corporate network team, overseeing customer support activities,
systems maintenance and troubleshooting activities.
Responsible for all business aspects of his group, including business development, project management,

Program Director – Systems Engineering Group
As Program Director, Mr. Holway served as project manager for Base Technologies’ Defense Information Systems
Agency (DISA) contracts.
Major efforts under these contracts included a task to provide modeling and analysis to the Defense
•
Information Systems Network (DISN) program.
Managed a 2-person team responsible for extending the DISA understanding of the applicability of the
•
NetMaker modeling tool for performance and planning issues of the DISN ATM layer; preparation and
execution of DISN modeling tasks; working, as a team member, in-house modelers and analysts in the
analysis of DISN traffic data and requirements, and modeling results and creating program scripts to
support DISA activities involving data analysis.
Provided on-site staff to maintain an interface with Government project personnel, users, sponsors and

software quality and configuration management personnel.
Project Manager – DISA
Technical responsibilities included Oracle Database support, ad-hoc reporting, presentation preparation,
•
user training, hardware and software installation and administration of the DISCMS Oracle Database on
both UNIX and NT and the multi-platform LAN.

Responsible for the development of DISA D4 and GCSS web pages, both Internet and Intranet, including
•
configuration management.
Developed a web application with GUI for DISA customers to access Task Order status reports in real
•
time.
Developed a contract status tracking application for the web using MS Active Server pages.

Management responsibilities included status reporting, task development, project scheduling, budget
•
analysis, quality assurance, and technical and administrative support to the Acquisition, Logistics and
Facilities Division of DISA.
Responsible for coordinating database migration efforts with DITCO-Scott AFB and DISA D4.
