5) AAFES-USA,AAFES-ESSO May 2006 - April 2007

. Description: This POL (Petroleum, Oil and lubricants) modernization
plan lays out parameters for implementation of a U.S. Forces Motor
Vehicle Fuel System in Germany. In coordination with ESSO the U.S.
Forces will eliminate and replace the use of POL "gas coupons" with an
electronic card based system referred to as a "AAFES/ESSO Fuel Card"
for both privately operated vehicles (POVs) and official Government
vehicles (GOVs). The card-based system would interface by means of an
Electronic Ration Control System (ERCS) between AAFES and UVR.(USAREUR
Vehicle Registry) AAFES will maintain the ERCS and will obtain
approved rationed motor vehicle fuel data from the UVR.
