Contract Modification Manager 2011 - April 2013
Project managed Verizon's Networx Universal and Enterprise contract changes
to facilitate product or service additions / deletions and price increases
/ decreases. Led teams to contract modification acceptance and award by
the General Services Administration (GSA) and secured the Networx contract
as the vehicle of orders. Negotiated with the GSA Contracting Officer
(CO), Technical Representative (COTR), and GSA Contract Modification
Managers (CMMs) as well as with agencies' representatives (such as the
Defense Information Technology Contracting Organization (DITCO) and Health
and Human Services (HHS)), the Verizon account team, pricing and technical
professionals for implementation of the required solutions. Understanding
of the Federal Acquisition Regulation (FAR), Federal, customer and company
policies related to the Networx contract.
Proposal Manager 2007 - 2011
Managed proposal teams and coordinated input from subject matter experts in
order to assemble proposal documents submitted in response to private
sector Requests for Price (RFPs) and Requests for Quote (RFQs), Fair
Opportunities (FOs) under larger contracts such as Networx or WITS, stand-
alone contracts and sealed-bids. The proposals addressed technical,
management and pricing components and required legal and contract
management approval. Managed subsequent Discussion Information (DI)
responses and negotiated to award for opportunities worth $10K to $450M and
more.
. Led large proposal teams in responding to DITCO's solicitations for
Internet Protocol Services (IPS) and Private Line Services (PLS), with
Life Cycle Values of $115M and $457M respectively. These complex
bids entailed creation of compliance matrices, schedule establishment,
team coordination through Pink Team, Red Team and Legal review,
Discussion Information rounds.

Regional Circuits Acquisition and with Verizon Legal and Engineering
and met the RFP requirement to view street level drawings for proposal
analysis. In accordance with a Verizon Methods of Procedure, Document
# NCNE-2007-001, Issue #1, Issue Date: March, 2007, which restricts
exposure of Verizon's highly sensitive Critical Infrastructure
Information (CII), the Verizon team researched cost-effective
electronic rights management (ERM) software that allowed
submission of the route management plan on a DVD in encrypted,
password protected format, with an expiration date. This was a year-
long project that required Legal review at every stage.
. Managed numerous small to medium size Federal acquisition responses
including a series of sealed bids for NATO that required adherence to
International Traffic in Arms Regulation (ITAR). Supported corporate
Legal in submitting license applications to the Department of State
and set up a required ITAR data base for storage and tracking of
documentation.
. Instrumental in research and setup of the web based Verizon Strategic
Services Compliance Matrix (SSIM) which maps strategic service and
product availability across the following agreements: FNS GSA
Alliant, VFI WIT3, VFI GSA Connections, VzB Networx, (VFI, FNS,
CyberTrust, Terremark) GSA Schedules, and VFI IaaS BPA.
United Telecom Council, Washington, DC 2004 -2007
Research Manager/Analyst
Managed research and consultant activities for the trade association
supporting the telecommunications/ IT infrastructure concerns of critical
infrastructure companies. Analyzed communications industry trends in order
to create technical and legal/ regulatory documents and to advance the
interests of utility membership.
. Project managed large research projects including inter-company teams
of sponsors, consulting firms and utility member "working groups".
. Negotiated consultant fees and sponsorship funding and prepared
