Throughout my career I have maintained the highest performance standards within a diverse range of engineering disciplines in

Protection modification efforts among other special projects. I review operational and maintenance procedures submitted by Interim O&M contractor. Assigned a
Special Project to list Fire Alarm Equipment by location for development of testing and maintenance plans, Preventative Maintenance for the FM 200 Clean Agent
and VESDA Fire Alarm System and Mass Notification Systems.
Responsible for developing Facility Operations process, methods, standard operating procedures (SOP) and training programs for operators to
monitor and control the complex mechanical, electrical, life safety and building control system(s) that comprise the Data Center buildings and

After career retirement I was re hired by Government contract to function as the Contracting Officers Technical
Representative (COTR) to perform Title II Services for the inspection and project management oversight of two on going
multi million dollar construction projects for DISA Ogden ;
1.) A/B buss UPS System replacement consisting of 10 ea 825 Kva modules, all UPS distribution switch gear, new secondary
12,470 volt utility feed, new automatic switches, generator controls, two new UPS battery systems and battery containment rooms, 40
new Power Distribution Units, and provide A/B redundancy to the computer data systems without interruption.
2.) A concurrent project, a $4.1 mil Fire Detection and Alarm System Replacement Project. Project includes
new fire alarm (FA) panels for 5 separate systems with 36 zones for the 145,000 sf Computer Center. This is a replacement of an old
pre Action System with a new Wet Pipe Systems consisting of 5 fire sprinkler risers, and removes and replaces the old 5” fire sprinkler
piping above on line computers and systems in the Data Centers and to install a new state of the art VESDA (Very Early Smoke
Detection Apparatus) Also includes a new Emergency Power Off System (EPO) and replaces the entire drop ceiling rebuilding a new
grid and modifying our 600 fixture computerized lighting system, the HVAC ceiling system, fire sprinkler drop heads and all detection
devices.
3.) As the Directorate’s Project Manager and Quality Assurance Representative, I tracked and reported project status, identified
issues and resources providing solutions to avoid project delays or problem escalation, coordinated schedules, reviewed and
followed up on assigned actions, new documents, revised processes and procedures, developed and updated project documentation
and served as Subject Matter Expert and point of contact for all facility construction projects information and updates.

I provided analytical studies in conjunction with the facilities critical environmental control criteria. I have written and reviewed studies and
identified problem areas such as unfavorable trends or deficiencies determine causative factors and evaluated the impact to the Computer
Operations. I find solutions or alternatives and correct the problems. My responsibilities included interrogation of all environmental support
equipment affecting critical facility power, cooling, humidity, fire systems, and building maintenance. Equipment maintenance and repair
responsibility critical to the installation includes; 2 Uninterruptible Power Systems of 5 ea. 825 Kva modules, each system a total of 4125
Kva(times 2), 3 ea. 1750 Kw Emergency Power Plant Generators, Automatic Transfer Switches, and controls, 2 Boiler Plants with 5 high
efficiency boilers, 2 Chilled Water Plants with 3 ea, 500 ton centrifugal chillers and 3 ea. 110 ton rotary chillers supporting the computer
operations, 5 ea, Industrial Fluid Coolers, 3 ea. large HVAC systems supporting computer administration and two redundant 12,470 v electrical
feeds from two substations to 4 redundant 3000 Kva transformers. I have tracked and performed studies of Total Harmonic Distortion,
Psychometric Profiles, static pressures, velocity and flow measurements, load balancing and utility usage. I integrate projects and program
segments, submit programs for funding, and restructure long term goals when needed. I directed day to day Facility Management, property
accountability, facilities budgeting, logistics and supply of equipment, parts and materials, including accountable chemicals. For the later, I
prepared analysis, inspections and reports. I develop comprehensive detailed engineering designs; have written Performance Work Statements
and prepared contracts and Standard Operating Procedures for installation and maintenance programs performed by civil engineering, contractors
and others. I secured funding for, and write contractual basics for 1 10 year services. I managed the Division’s Fire, Life, Health, Safety and
