Professional Experience

2001-Current-Senior Mechanical Engineer - Siting, Transmission, and

Environmental Protection Division - California Energy Commission (CEC)

- Perform analysis of system reliability and safety, energy efficiency,

generating capacity, jurisdictional determination, noise and vibration, and

the mechanical, civil, electrical, and structural aspects of power plants

during licensing, construction, and operation.

- Prepare technical reports and exhibits in CEC proceedings.

- Participate in workshops to develop new policies and resolve disputes.

- Act as lead person and assist the CEC in conducting audits, inspections,

and incident investigations.

- Work on complex engineering issues involving the design, construction,

operation and maintenance of electric utility systems, such as electric

generating power plants and data centers.

- Conduct investigations of incidents involving technically challenging

issues.

- Be responsible for exercising CEC oversight responsibilities for safety

and reliability of electric generating systems.

- Evaluate and recommend new technologies that promote environmental

tranquility and project reliability.

- Develop new policies and guidelines for promoting advanced renewable and

non-renewable generating technologies.

- Independently review and evaluate Applications for Certification and

manage construction compliance to ensure conformity with local, State, and

Federal laws, ordinances, regulations, and standards, including CEQA, NEPA,

CBSC, FTA, and FHWA pertaining to safety, security, system reliability,

efficiency, building code requirements, and noise and vibration.

-This evaluation includes preparing technical reports, assessing project

impacts, recommending/requiring mitigation measures to lessen the impacts,

and performing compliance verification to ensure proper implementation of

those measures.

- Present oral and written expert testimonies in support of analysis at

evidentiary hearings held before the Commission and the public, including

preparing and supporting other technical staff in presenting their

testimonies in a concise and professional manner.

- Inform and educate the public and the decision makers about the various

adverse impacts related to noise and vibration, life safety and building

code, and system efficiency and reliability, and recommend appropriate

solutions to mitigate those impacts if necessary.

- Assist the State in policy making related to noise pollution, efficiency

standards, and power generation system reliability.

- As the Facility Design Unit's lead, or senior, review and manage the work

of other technical staff and contractors, train staff, ensure project

deadlines are met, and ensure that projects propose and implement the most

energy efficient and reliable technologies and to satisfy project

objectives while protecting the environment.

1998-2001-Structural Engineer - Rankin & Rankin

Engineered concrete foundations, structural steel and sheet metal of

various building structures including energy related structures such as

fuel islands; and performed energy analysis/calculations of such structures

and produced both structural plans and detailed shop drawings using

AutoCAD.

1995-1998-Manufacturing Engineer - Carpenter Advanced Technologies

Managed manufacturing projects of various mechanical components used in

high tech medical and engineering equipment; directed inspection of first

articles; wrote and implemented QA/QC and occupational safety procedures;

conducted developmental research of the most advanced manufacturing

machines and processes including writing of formal reports; developed

project cost analysis; and developed/improved manufacturing processes.
