Responsible for overseeing sales and business development and providing

leadership on new technology review and adoption. Responsible for

providing geographic information system (GIS) support to clients in the

public and private sectors.

Led corporate growth into the Transportation, Military, Commercial

Logistics, and International markets.

SUMMARY OF PROJECT EXPERIENCE:

Transportation Logistics Program, Various Clients. Developed a commercial

transportation logistics business unit that consists of end-to-end

solutions for Global Positioning Systems (GPS) and radio frequency

identification (RFID) location-based services. The business unit covers

hardware, airtime/messaging, and analysis, alerting, and reporting

services. Researched and established industry partnerships with

terrestrial- (radio and cellular) and satellite-based airtime and messaging

providers including Code-Division Multiple Access, Global System for Mobile

Communications/General Packet Radio Service, RFID, Trunk Radio, Globalstar,

ORBCOMM, and Iridium. These included both battery-powered and wired-for-

power technologies. Focus was on a "vendor neutral" approach to

establishing partners for "best of breed" offering at lowest cost. Oversaw

the development of a robust, user-friendly geospatial portal application

(GeoILS) for visualization, analysis, alert/notification, and reporting.

Obtained major commercial clients in the United States, Eastern Europe, and

the Middle East in various market sectors.

Transportation Business Development. Various Clients. Led Business

Development for Transportation GIS services for Western US. With a focus

on state DOTs led efforts to identify requirements and propose solutions

around a variety of transportation GIS needs from various business units

within state Departments of Transportation. Gained key insights into the

dynamics of these complex agencies, which often have competing interests.

Provided solutions to address these dynamics.

IRRIS , Nationwide, Military Surface Deployment and Distribution Command

Transportation Engineering Agency. Project Manager for the development of

an interactive GIS website using to provide real-time and near real-time

road and rail status information. The purpose of the project was to

support the movement of troops and material during a national emergency.

In addition to providing easy access to road, rail, and bridge GIS data

through the creation of thematic maps, the website also provides access to

digital orthophotography, digital raster graphics (scanned 7.5 minute

topographic maps), real-time congestion, real-time weather, Global

Positioning System (GPS) locations of military convoys, and a GIS-linked

video log. Hotlinks are provided for each of the map graphics allowing the

user to click on a graphic (road, rail, or bridge) and obtain detailed data

for the map feature. Capability is also provided for ad hoc query and

mapping through an interactive SQL builder.

Was responsible for securing and growing this highly profitable multi-

million dollar account.

Malaysia National Water Company (PAAB) Asset Management GIS, Project

Director for this effort to provide a web-based asset management GIS portal

for the water company. The project involved integration with a variety of

data systems including SCADA, IBM Maximo, and various other systems in a

variety of formats including CADD. The resulting portal provided a role-

based, user-friendly system for access to asset inventory, work orders,

condition data, and asset risk.

GIS Implementation Project, Harrisburg, PA, Pennsylvania Department of

Transportation (PennDOT). Project Manager responsible for various tasks in

support of a GIS program:

( Developed a Web page for the Bureau of Planning and Research

with an interactive GIS component. The Web page uses state-of-

the-art GIS technology providing ad hoc database query

capabilities and high-quality mapping. In addition to providing

GIS functionality, the page provides an online help-desk as well

as comprehensive online training guides for Windows NT,

Intergraph's GeoMedia, and Intergraph's MGE.

( Converted PennDOT's GIS from a UNIX platform to a Windows NT

platform. This involved Windows NT hardware and software

recommendations (including an NT server), the setup and

configuration of a Windows NT network, and the conversion of

custom UNIX scripts.

( Trained PennDOT personnel in Windows NT, MGE, and GeoMedia;

developed user-friendly training guides for the software.

( Facilitated a pilot project for implementation of GIS at a

remote site, a PennDOT District Office. This included hardware

and software specification recommendations and intensive

training in Windows NT, MicroStation, MGE, and VistaMap. In

addition, responsible for organizing monthly GIS workgroup

meetings to monitor the progress of the pilot project and for

producing a detailed final report of the findings of the

project.

( Developed a cultural resources GIS for the Pennsylvania Bureau

for Historic Preservation and PennDOT. This involved a detailed

relational database design and the development of specifications

for database development.

Was responsible for securing and growing this highly profitable and long-

term account.
