November 2011 - Present
WorleyParsons, Project Manager/Senior Supervising Mechanical Engineer
Developed the proposal for the Occidental - Elk Hills Power Project
blow-down line rerouting. I supported the LADWP Scatergood Project
specification, documentation, and design review efforts. I also acted
as Calpine's Project Engineer for the Channel and Deer Park Expansion
Projects and Project Manager for the WorleyParsons Owner's Engineer
team. The projects consist of the addition of a 501FD2 and a Vogt
HRSG at each site. The EPC for the projects is Zachry. I am also
acting as the Project Manager for the Huntington Power Plant submerged
drag chain replacement project.
September 2010 - November 2011
Wood Group GTS, Project Engineering Manager
The Dorad Power Project is a $877 Million 800 MW LM 6000 based
combined cycle plant being built in Ashquelon, Israel. The plant is
split into two 6x1 blocks utilizing once through steam generators and
Skoda steam turbine generators. On this EPC project I was responsible
for all engineering oversight and coordination, including 5 local
engineering contractors in Israel and a major US based engineering
firm. My duties included plant design oversight, drawing comment
consolidation, equipment selection, technical interface and progress
oversight for all procured equipment, and project progress reviews
with the Customer. I also provided technical insight and
representation on other power project bid opportunities.
September 2009 - July 2010
Chase Power Development, V.P. Engineering
The Las Brisas Energy Center is a $3.3 Billion 1300 MW CFB based plant
burning pet coke in a 2-phase (2-2x1) arrangement. As part of the
Owner's team I established the staffing plan for both engineering
oversight and construction oversight teams and developed the project
site utility interfaces (including natural gas, raw water, potable
water, construction power, power interconnection, and sewage).
Additionally, I reviewed and negotiated the EPC, the Operations, the
Owner's Engineer, and the Interconnection contracts; and hired
engineering support including the Owner's Engineer firm.
June 2008 - September 2009
Dynegy, Inc., Manager of Project Engineering
The Sandy Creek Power Project was a $2.54 billion 900 MW nominal
supercritical PC plant burning PRB coal. I provided oversight of the
EPC consortium (Black & Veatch, Zachry, and Kiewit) contract to
validate compliance, schedule, cost, and QA/QC process (this included
coordination and assignment of the Owner's the factory test witnessing
for all essential EPC supplied equipment). I managed the bidding,
negotiation, and selection for the Raw Water Construction, the Bridge
Construction, and the Natural Gas Supply and Metering Station
contracts. This role included risk assessment and solution development
of any significant issues, writing the Monthly Project Report for
distribution to the "Plant Owners", plus providing presentation of all
technical issues at the monthly Owners Progress Meeting, and
establishing staffing requirements for the project.
January 2008 - May 2008
Delta T Corporation, Third Party Engineering Manager/Project Director
Delta T designed, constructed, and commissioned Ethanol production
plants. I was hired to manage all 3rd Party Engineering support for
the company including contract compliance and quality of deliverables.
I was moved from that role to a Project Manager/Project Director
position due to a lack of qualified management staff. I also assisted
with project development and assessment of biomass needs and
capabilities.
April 2005 - October 2007
Public Service Company of New Mexico, Technical Project
Manager/Principal Engineer
I developed a 35 MW biomass plant for use at 7 different sites in New
Mexico, including validation of technology, cost estimation, fuel
supply validation, schedule development, and management reporting
support. I also developed, assisted with licensing, and managed the
conversion of a 7FA simple cycle plant to a 1x1 combined cycle
arrangement using hybrid cooling technology. This included managing
the project through engineering, construction, and commissioning
including writing, negotiating, and oversight of the Engineering and
Construction contracts. Additionally I lead the technical due
diligence evaluation for acquisition of the Twin Oaks 305 MW CFB plant
and half ownership of the Cedar Bough 2x1 combined cycle plant; plus
had responsibility for coordinating the sale of some major gray market
assets for the company (D11 steam turbine, LM6000 gas turbine, and a
7FA gas turbine).
February 2000 - April 2005
Power Engineers, Sr. Project Manager/Mechanical Department Manager
As Mechanical Department Manager I expanded the department from 6
designers and engineers to 35, establishing the annual budget and
business plan for the department, developed technical resource access,
and assisted with the expansion plan for the company. I assisted in
evaluation of a new office and the associated staffing in Atlanta, GA,
as well as developing the company's solid fuel market. While
performing the above listed items I also served as the PM on several
combustion turbine type Owner's Engineer contracts and solid fuel
retrofit projects. In addition, I was Project Manager for the
engineering design of several CAT diesel generating plants in
Afghanistan which included assisting with the commissioning of the
Polecharki plant.
March 1992- February 2000
Black & Veatch, Lead Mechanical Engineer/Project Engineer
I wrote specifications, contracts, reviewed bids, negotiated
contracts, and designed all major mechanical systems (these included
steam, feed-water, condensate, circulating water, fire protection,
natural gas, etc.). This work also included managing major contracts
such as combustion turbines, boilers, backend cleanup equipment,
piping, hangers, pumps, and steam turbines. The plants used 7FA,
501F, and V94.3A combustion turbine technologies. Additionally, I
provided mechanical design and field engineering for a waste to energy
plant in England, acted as Project Engineer on a $7,000,000 coal plant
wet to dry ash conversion project (from design through commissioning),
and Project Manager on numerous IPP plant availability assessments
required for PPA renewal.
January 1991 - February 1992
Tampella Power Corporation, Project Engineer
I provided detailed mechanical, structural, and process design for 4
CFB boiler island projects. I also designed the company's first fully
drainable boiler, structurally redesigned their "buck-stay"
arrangement, and provided multi-discipline project engineering
oversight for the plants. This included coordination of design,
fabrication, and construction schedules; writing progress reports; and
acting as the customer technical contract on the projects.
June 1986 - July 1990
Energy Products of Idaho, Mechanical Engineer/Project Manager
I provided structural, mechanical, and process design for 14 Bubbling
Fluidized Bed "biomass" combustion projects for power generation and
industrial applications. I also provided Project Engineering and
Project Management support on several after- market repair, plant
evaluation, and plant life extension projects.
May 1984 - May 1986
Lockheed Missiles & Space Corporation, Mechanical Engineer
I provided mechanical engineering and field engineering construction
oversight for DOD "line of sight" test projects.
1980-1984
Gonzaga University, Bachelor Degree in Mechanical Engineering
