ROLES AND FUNCTION

ROLES

• Provide information and advice.

• Support line management with co-ordination of Health and Safety effort.

• Full time and continuous safety coverage/monitoring of my area of responsibility and monitor the effectiveness of actions.

• Coordinate for Safety, Health & Environment issues with the client counterpart in the field that affects day to day operation.

• Be familiar with the site establishment emergency procedure.

• Carrying out my duties and responsibilities in the area which I was assigned.

• Develop injury and incident prevention strategies for the area and inform to the line management.

• Ensuring all activities was in acceptable level and all the control measure needed was provide at site.

FUNCTIONS

• Advising the management.

• Carry out inspections.

o Conduct monthly and weekly inspection of tools, equipment, lifting gears, fire extinguisher and heavy equipment available at site with the respective competent person.

o Conduct weekly and daily inspection for scaffolding and report to the competent person for any observed defects and deficiency.

o Inspecting the heavy equipment before send at work site. o Inspect and verify the certificate of competency of personnel and the third party certificates for the heavy equipment. Verify the vehicle/heavy equipment daily checklist by drivers – whether truly done, any discrepancy reported to the concerned party for action, if imminent danger stopping for using it.

• Assist site HSE manager in training employees of selected disciplines.

• Making sure that the weekly General Tool Box Talk (TBT) will be conducted in the area by the area in charge/Engineer.

• Making sure that Tool Box Talk (TBT) was implemented by foremen at site daily before the work start.

• Ensuring all kinds of permits if it is available and applicable for the task being done, making sure the supporting papers and attachment papers were attached and suitable for the said task.

• Conduct accident report and near miss for record keeping and discuss to the tool box talk to avoid re occurrences.

• Write a report for the entire observation of unsafe act or unsafe condition with the corrective action been taken by the construction department and submit to the HSE Manager for further follow up and record keeping.

• Participate the conducted mock drills which conducted by the HSE or ERT team.

• Liaison with the workforce.
